Ms. Nguyen Thi Yen Nhi, member of the 15th National Assembly, Vice Chairwoman of the People's Council of Ben Tre province, stated that in the context of merging provincial administrative units, in some localities, officials and civil servants may have to travel hundreds of kilometers to return to the center to work.
Therefore, in the process of amending the Law on Cadres and Civil Servants, Ms. Yen Nhi said that there should be regulations on working regimes to create conditions for cadres and civil servants to work remotely, especially in the current conditions of information technology development.
" Except for positions that directly have to receive citizens, other positions can work remotely, work online, manage specific work products, and work efficiency, not necessarily going to the office on time and packing up to go home when it's time, " the female National Assembly delegate emphasized.

At the same time, Ms. Yen Nhi suggested having criteria to evaluate work efficiency through specific products.

" These are the legitimate rights of cadres and civil servants. I propose that this amendment to the Law should be updated and supplemented to create the best conditions for cadres and civil servants to feel secure in performing their duties, " the Vice Chairman of the People's Council of Ben Tre province added.
Sharing the same view, Dr. Nguyen Tien Dinh, former Deputy Minister of Home Affairs, acknowledged that to help cadres, civil servants, public employees, and workers feel secure in their work after the merger, it is possible to apply a remote working regime for some special job positions, civil servants with small children, or those in special family circumstances.
According to Mr. Dinh, this is not only suitable in the context of information technology development, building digital government, digital administration, digital citizens, but also an innovation in human resource management methods in state agencies - management by output results instead of process management for the current team of cadres and civil servants.
" Evaluation of cadres and civil servants performing functions and tasks according to job positions must be based on results, specific products, and final products achieved compared to the tasks and authority they are assigned, plus spirit and attitude at work expressed by people's satisfaction. It is not based on evaluation, management by time, process, or management of cadres and civil servants at the agency or not ," the former Deputy Minister analyzed.
Support officials to rent and buy public housing
Meanwhile, Ms. Dang Thi Bich Ngoc, Deputy Head of the National Assembly Delegation of the 15th term of Hoa Binh province, expressed her interest in the regulations on officials and civil servants being arranged and renting official housing according to the provisions of law and of competent authorities stated in the draft Law on Officials and Civil Servants (amended).
Emphasizing that this is a humane policy and has received public attention, Ms. Ngoc suggested that during the implementation process, priority subjects and conditions for renting and purchasing public housing should be carefully evaluated. In reality, arranging public housing and creating conditions for renting is still very difficult.
Therefore, the delegate of Hoa Binh delegation said that if the arrangement and assignment of priority subjects and other conditions are stipulated in the draft Law, it will create favorable conditions for localities in the implementation process.
" In the future, we will merge administrative units and provinces, so when civil servants move to new localities, it will be very difficult to arrange housing. Although the draft Law clearly stipulates that civil servants have the right to have public housing and the right to rent, the conditions for implementing this content are still difficult, while the facilities of many localities are still not guaranteed ," said Ms. Ngoc.
Delegate Dang Bich Ngoc proposed having a mechanism and policy to support officials and civil servants in the form of priority hiring and purchasing from top to bottom and ensuring fairness.
Also discussing, former Deputy Minister of Home Affairs Nguyen Tien Dinh stated that, in addition to allowing officials and civil servants to work remotely, arranging official housing and means of transportation for work and travel is also a solution that needs to be considered to help them ensure their health and feel secure working at the new headquarters after the merger.
However, Mr. Dinh noted, it should not be applied rigidly but should depend on the conditions of each locality to implement different regimes and policies.
For provinces after the merger with administrative and political centers not too far away, shuttle buses can be organized. If the distance is longer, it is possible to support officials and civil servants in renting houses or supporting travel expenses, and even support and create conditions for officials and civil servants to move their entire families to the new location.
" There are many policies that can be organized, depending on the conditions of each region and each province after the merger. Localities must determine the needs of each cadre, civil servant, and public employee to come up with appropriate support policies to avoid waste ," said Dr. Dinh.
It is possible to take advantage of surplus headquarters to renovate and convert their functions into public housing.

In order for the policy to be effective as well as ensure fairness, thrift, and avoid negativity and waste, the former Deputy Minister of Home Affairs said that during the implementation process, it is necessary to grasp the real needs of cadres, civil servants, and public employees regarding the quantity, conditions, and needs of public housing in order to arrange them appropriately.
Along with that, we need to strictly manage public housing, ensure that the right people, the right subjects and the right policies are supported, and avoid distortion. While still working, cadres and civil servants are allowed to use public housing according to regulations, but when they no longer work, they must return it according to regulations.
According to Mr. Nguyen Tien Dinh, if the demand for public housing registration is large, appropriate calculations need to be made in the long term.
" For immediate service and the small number of registered officials, civil servants and public employees, we can take advantage of the surplus headquarters to renovate and convert their functions into public housing, " the former Deputy Minister of Home Affairs suggested.
