On the afternoon of September 19th, the Chairman of the Provincial People's Committee issued Official Dispatch No. 22 to the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Provincial Border Guard Command, the Directors of provincial departments, agencies, and units, the Chairmen of the People's Committees of districts, towns, and cities, and other relevant units regarding focusing on responding to Typhoon No. 4 and floods.

The directive focuses on responding to Typhoon No. 4 and heavy rain and flooding.

Boats are anchored in the Ly River (Quang Xuong) harbor to take shelter from storms.

According to the National Center for Hydro-Meteorological Forecasting, early morning on September 19th, the tropical depression in the northeastern part of the Hoang Sa archipelago strengthened into a typhoon, the 4th typhoon of 2024. At 1 PM on September 19th, the typhoon's center was located at approximately 17.1 degrees North latitude and 107.0 degrees East longitude, off the coast of Quang Binh - Thua Thien Hue provinces. The strongest winds near the center of the typhoon reached level 8, with gusts up to level 10, moving in a west-southwest direction at a speed of about 25 km/h. Due to the influence of the typhoon, from today (September 19th) to September 21st, Thanh Hoa province will experience moderate to heavy rain, with some areas experiencing very heavy rain and thunderstorms. The total rainfall is expected to be: 50-100 mm in the northwestern area; 80-150 mm in the coastal plains and southern and southwestern areas, with some places exceeding 200 mm. In accordance with Prime Minister's Directive No. 98/CĐ-TTg dated September 18, 2024, to proactively respond to Typhoon No. 4 and floods, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Provincial Border Guard Command, the Directors of provincial departments, agencies, and units, the Chairmen of the People's Committees of districts, towns, and cities, the Director of the Provincial Meteorological and Hydrological Station, the Director of the Thanh Hoa Maritime Port Authority, the Directors of the Irrigation Works Exploitation Company, the Thanh Hoa Power Company, and other relevant units, according to their assigned functions and tasks, to continue strictly implementing the contents of Directive No. 21/CĐ-UBND dated September 17, 2024, of the Chairman of the Provincial People's Committee, to closely monitor the situation, and continuously update information on typhoons and floods; Directing the timely, decisive, and effective implementation of response measures in accordance with the actual developments in the area, adhering to the "four on-the-spot" principle, and proactively handling the worst possible scenarios.

Chairpersons of the People's Committees of districts, towns, and cities shall review, guide, and urge vessels to avoid entering or leaving dangerous areas, or to return to safe shelters; immediately implement measures to ensure the safety of vessels and vehicles at anchorage and shelter areas, and production activities at sea and along the coast, especially on rafts, watchtowers for aquaculture, and coastal tourism and service areas.

Proactively implement response plans for storms, heavy rains, floods, landslides, and flash floods to ensure the safety of lives and minimize damage to people's and state property. Implement measures to limit damage to houses, warehouses, offices, schools, medical facilities, production and business establishments, dikes, dams, and construction projects, especially unfinished dike, irrigation, and transportation projects; urgently complete the dredging and clearing of drainage ditches and drainage systems. Proactively deploy forces, materials, and equipment, especially in areas directly affected by floods and key areas, to be ready to respond to storms, floods, and rescue operations when required.

Proactively implement measures to mitigate the consequences of natural disasters in order to quickly stabilize people's lives and urgently restore production and business; promptly provide food, drinking water, and essential supplies to households affected by natural disasters, especially those in isolated areas and those who have been evacuated; absolutely ensure that no one goes hungry, cold, homeless, or without drinking water.

The directive focuses on responding to Typhoon No. 4 and heavy rain and flooding.

The Department of Agriculture and Rural Development closely monitors the situation of storms and floods; proactively directs the effective implementation of measures to ensure the safety of dikes, dams, and irrigation works; operates irrigation reservoirs; protects agricultural production and aquaculture; and promptly reports and proposes to the Chairman of the Provincial People's Committee any matters exceeding its authority.

The Department of Transport, in coordination with the Thanh Hoa Maritime Port Authority and relevant units, will direct the implementation of measures to ensure the safety of transport vessels operating at sea and on rivers; ensure traffic safety; and implement measures to prevent and mitigate storms and floods, ensuring the safety of people, vehicles, and important projects and key transportation infrastructure works under construction in the province.

The Department of Industry and Trade proactively directs efforts to ensure safety for industrial production, the power system, and hydroelectric reservoirs.

The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police Department are directing rescue and relief forces to be on constant standby, ready to rescue people, property, and respond to other urgent requests.

The Provincial Meteorological and Hydrological Station closely monitors the developments of storms and floods; forecasts and provides complete and timely information on the developments of natural disasters, especially storms and floods, to relevant agencies and the public so that they can proactively and effectively implement response measures as prescribed.

Thanh Hoa Radio and Television Station, Thanh Hoa Newspaper, Thanh Hoa Coastal Information Station, and other media outlets increased broadcast time and news coverage to ensure that the government and people have full and accurate information about the developments of the three storms and floods, and the directives of competent authorities, so that they can proactively respond and minimize damage.

The Standing Office of the Provincial Disaster Prevention and Control Command promptly and accurately advises competent authorities on directing the operation of reservoirs under the Inter-Reservoir Operation Procedure on the Ma River basin in accordance with regulations, ensuring safety for the structures and downstream areas.

Maintain a strict duty roster and regularly report the situation to the Standing Office of the Provincial Disaster Prevention and Control Command and the Standing Office of the Provincial Civil Defense, Incident Response, Disaster Relief and Search and Rescue Command as prescribed.
