Trade Union - a solid support for union members and workers

Workers of Brotex Vietnam Co., Ltd. were approved for support by the Provincial Labor Federation according to Decision No. 6696/QD-TLĐ of the Vietnam General Confederation of Labor.

Through many innovative, creative and flexible ways, the Trade Union organizations at all levels have gathered, united forces, built a strong working class in all aspects; represented and protected the legal and legitimate rights and interests of union members, workers, civil servants and laborers. Thereby, helping union members, civil servants and laborers increasingly trust and attach to the Trade Union organization, feel secure in working and producing, contributing to the overall development of the province.

Care for and protect the legitimate rights and interests of union members and workers

The Provincial Economic Zone (EZ) Trade Union currently has 214 grassroots trade unions (TC) under its management, with nearly 112,000 union members. In 2022, the Covid-19 pandemic in the province will be controlled, economic activities will basically recover and have many positive developments. However, due to the impact of the global economic downturn, many enterprises are facing difficulties, having to reduce production or temporarily suspend operations, causing significant impacts on the lives of workers. According to statistics, there are 26 enterprises that are temporarily suspending operations and have not been dissolved.

Ms. Nguyen Thi Kim Lien - Chairwoman of the Economic Zone Trade Union said that recently, Trade Unions at all levels have focused on implementing the Program "Improving the quality of negotiation, signing and effective implementation of collective labor agreements", Trade Unions have coordinated with enterprises to organize negotiations, sign and implement collective labor agreements according to regulations.

In total, 155 units have signed, accounting for over 73% of the total number of enterprises with trade unions, including 17 new units, achieving over 188% of the target assigned by the Provincial Federation of Labor. 158 enterprises organized labor conferences (accounting for over 106%), 159 enterprises organized dialogues (accounting for over 105%).

The Trade Union Chairmen of 5 export processing zones - industrial parks signed the emulation agreement in 2022. Many regulations and provisions beneficial to employees according to the Labor Code on employment, wages, bonuses, salary allowances, labor norms, support for meal allowances, gasoline, lodging, etc. have been significantly improved.

Along with proactively participating in inspecting and supervising the implementation of policies and laws, and directing affiliated trade unions, the Economic Zone Trade Union coordinated with the Inter-sectoral Working Group to inspect issues of social insurance and health insurance implementation at 16 enterprises regarding violations of labor laws, social insurance debts, union fee debts, failure to register labor regulations, salary scales, collective labor agreements, etc.

At the same time, cooperation agreements were signed with 5 units, and the CEP Tay Ninh Microfinance Organization Branch was opened at the Economic Zone Trade Union headquarters. To date, more than 86,800 employees have benefited from cooperation agreements, and 70 union members and workers have received capital support from the CEP Fund, with an amount of over 1.4 billion VND.

Affirming the role of the Trade Union

Mr. Bui Thien Duc - Chairman of the Trade Union of Brotex Vietnam Co., Ltd. (Phuoc Dong Industrial Park, Go Dau District) shared that when the epidemic was complicated, the Board of Directors and the Company's Trade Union discussed effective operation plans for each stage, in which the top priority was still the health of workers and safety in production. When the epidemic was under control, although the company faced many difficulties and had to cut orders, the Trade Union and the Board of Directors still proposed many plans to ensure welfare regimes and policies to keep employees attached to the company.

“The union and the company's Board of Directors have proposed two options. In which, the company pays wages based on working days but still ensures a minimum wage of more than 2 million VND/month for each employee. In case an employee requests to temporarily stop working to resolve personal matters, the company will create favorable conditions and at the same time ensure social insurance, health insurance, and unemployment insurance for the employee for a period of 3 months. These are policies to protect the rights of employees, to keep them working with the company,” Mr. Duc said.

Mr. Duc added that Brotex Vietnam Co., Ltd. has been operating in Phuoc Dong Industrial Park since 2013. Implementing Decision 6696 of the Vietnam General Confederation of Labor, the company has more than 400 employees receiving support. “After the Lunar New Year 2023, despite personnel fluctuations, most of whom are employees who change jobs, the company encountered many difficulties with orders and could not produce 100%, but the Union and the company still tried to ensure jobs and welfare regimes for employees. Currently, the average income of employees is from 7-11 million VND/person/month. During the Lunar New Year, despite difficulties, the company still maintained Tet bonuses and coordinated with the Union to take good care of the workers during Tet.”

Many practical activities

According to the Provincial Economic Zone Trade Union, with the motto of "ensuring that 100% of union members and workers are taken care of", more than 111,000 cadres, union members, and workers in export processing zones - industrial parks with difficult circumstances, work accidents, affected by the Covid-19 epidemic, unable to return home for Tet... were supported with gifts and bus tickets.

Cumulatively, nearly VND 35 billion has been spent on 30,135 employees affected by the Covid-19 pandemic. In addition, 1,513 people from 6 enterprises are eligible under Decision No. 6696 on supporting union members and employees whose working hours have been reduced or their labor contracts have been terminated, with a total amount of over VND 1.5 billion.

Implementing Project No. 08 of the Provincial Party Standing Committee on "Gathering and uniting workers in the province for the period 2020-2025", according to Ms. Nguyen Thi Kim Lien, patriotic emulation movements were launched and effectively implemented by trade unions at all levels, creating a widespread influence among all union members and workers, promoting the spirit of dynamism, creativity, and enthusiasm in emulating labor production, striving to complete and exceed the goals and tasks at units and enterprises.

At the same time, the unit also proactively coordinates with employers to promote production and business activities, solve employment problems, create income for employees, improve the quality of shift meals, prevent labor disputes and collective work stoppages.

“Re-evaluating the implementation of the 2022 task targets and deploying them to grassroots unions according to the decision of the Standing Committee of the Provincial Federation of Labor, 11 targets were exceeded, 2 targets reached 100% and 1 target reached over 70%”. Ms. Lien added that in the past year, nearly 17,000 female workers achieved the emulation title of “Good at public work, good at housework” (reaching a rate of 55%), 68 collectives, 151 individuals had outstanding achievements in activities.

Particularly for the program "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the Covid-19 pandemic", 21 trade union units submitted 3,444 initiatives. Of which, 3,041 valid initiatives were updated on the online portal of the Vietnam General Confederation of Labor, typically the Trade Union of Sailun Vietnam Co., Ltd. (Phuoc Dong Industrial Park) with more than 2,600 valid initiatives.

The Trade Unions of ACTR, Jinyu (Vietnam) Tire, Tran Hiep Thanh... each have over 100 valid initiatives. The emulation movements launched and implemented by the Trade Union of the Economic Zone have brought about practical results, contributing to promoting economic growth and maintaining stability, security and social order and safety in the province.

The work of developing union members and establishing grassroots unions has always been promoted. In 2022, 17 new grassroots unions were established, reaching a rate of 242%, and the number of union members increased by 9,145, reaching 70.34% compared to the target assigned by the Provincial Federation of Labor. "Party building work has been carried out with attention by the unit.

Of the 206 excellent union members introduced, 9 comrades were admitted to the Party, reaching 112.5% ​​of the assigned target. 2022 is the third consecutive year that the Economic Zone Trade Union has received the flag for leading the emulation movement of the Provincial People's Committee. The above achievements are all thanks to the support of the affiliated union cadres towards increasingly better meeting the legitimate needs and aspirations of union members and workers," Ms. Lien expressed.
