National Assembly Chairman Tran Thanh Man delivers opening speech at the 34th session

Speaking at the opening of the meeting, National Assembly Chairman Tran Thanh Man said that the 34th meeting of the National Assembly Standing Committee was held between the two sessions of the 7th Session of the 15th National Assembly. The meeting took place over 3 days from June 11-13, giving opinions on 8 draft laws, 3 draft resolutions to be submitted to the National Assembly for consideration and approval in the second session of the session, and 5 other contents under the authority of the National Assembly Standing Committee.

According to the National Assembly Chairman, Phase 1 of the 7th Session was a great success, receiving close attention from voters and people. Personnel work was carried out promptly, in accordance with regulations and procedures, with a very high number of votes from the National Assembly.

“At this session, the problem of late documents has been basically resolved. This is the effort of the relevant agencies. The Government has directed strongly, urged the ministries and branches to send documents to the National Assembly Standing Committee, the Ethnic Council, and the Committees have also made great efforts in the appraisal work. Although compared to the requirements, it has not met, but this time, any documents will be sent immediately to the National Assembly delegates. After that, if there are any additional documents, they will be sent further. The Ethnic Council and the Committees, after reviewing, will continue to send them to the delegates. Therefore, the delegates have documents to study from the submission to the report, and related contents,” said the National Assembly Chairman.

The National Assembly Chairman also assessed that the discussion atmosphere in the hall, in groups, and in the questioning session was lively, democratic, focused, and concise. Many delegates spoke and gave many profound and practical opinions with a high sense of responsibility, building and finding solutions to serve the socio-economic management, national defense and security of the Government and ministries.

The National Assembly completed the discussion and comments on 10 draft laws, 6 draft resolutions, and passed 2 resolutions with a very high number of votes. These are the Resolution on the 2025 law and ordinance development program, adjusting the 2024 law and ordinance development program; and the Resolution on the National Assembly's supervision program in 2025.

At this session, the National Assembly Chairman said that the National Assembly Standing Committee will focus on giving opinions on projects and drafts with many large and complicated contents, with many different opinions such as: Amended Law on Social Insurance, Law on National Defense and Security Industry and Industrial Mobilization, Amended Law on Organization of People's Courts, Amended Law on Capital City, Law on Supplementing a Number of Articles of the Law on Guards, Road Law, Law on Road Traffic Safety and Order, Amended Law on Management of Use of Weapons, Explosives and Supporting Tools.

In addition, there are 3 draft Resolutions including: Resolution of the National Assembly on piloting the addition of specific policies and mechanisms for the development of Nghe An province, Resolution of the National Assembly on the organization of urban government and piloting a number of specific policies and mechanisms for the development of Da Nang; Resolution on national marine spatial planning for the 2021-2030 period and vision to 2050.
The National Assembly Chairman suggested that the National Assembly Standing Committee carefully consider and clearly express its views on which projects are eligible to be submitted to the National Assembly for approval in Phase 2, especially projects with great impacts such as: the revised Law on Social Insurance, the National Marine Spatial Planning, the revised Law on Management of the Use of Weapons, Explosives and Supporting Public Services, and the pilot Resolutions of Nghe An and Da Nang.

The National Assembly Chairman also informed that the National Assembly Standing Committee will also give opinions on the Hanoi Capital Planning for the period 2021-2030 and vision to 2050, adjusting the Hanoi Capital Master Plan to 2045 with a vision to 2065; and the draft Law amending 4 laws: Law amending and supplementing a number of articles of the Land Law, Housing Law, Real Estate Business Law, Law on Credit Institutions; and the National Assembly's resolution on reducing value added tax.

The National Assembly Chairman emphasized that any issue that has been requested from the competent authority and has been approved by the competent authority must be discussed at all costs to remove difficulties and obstacles. Especially the issue that has been added to the 2024 law-making program that has been approved by the National Assembly. The draft law amending 4 laws; and the resolution of the National Assembly on reducing value-added tax are urgent issues. The National Assembly Party Delegation and the National Assembly Standing Committee agreed and supported the submission for approval to meet current practical requirements.

At the same time, we request members to give specific comments, which will be the basis for agencies to complete the dossier, ensure quality to submit to the National Assembly to add to the meeting agenda for consideration and approval at a meeting.

The National Assembly Chairman also said that the National Assembly Standing Committee will also consider and decide on two contents within its authority, including: Resolution of the National Assembly Standing Committee on job positions of agencies under the management authority of the National Assembly Standing Committee and Plan to use increased revenue and save regular expenditures of the central budget in 2023. A number of other projects, draft laws, and resolutions will be considered and commented on by the National Assembly Standing Committee in writing. Some contents that the National Assembly agencies are researching and examining, if qualified and of guaranteed quality, will be considered, consulted by the National Assembly, and added to the agenda of the Session.
