According to the National Center for Hydro-Meteorological Forecasting, the possibility of rain, storms, floods and inundation will appear frequently and concentrated in the second half of the year; it is especially necessary to be on guard against strong storms with complex paths.

Specifically, the East Sea region will have about 11-13 storms and tropical depressions (TDPs), of which 5-7 storms will affect the mainland of our country. Storm and TDP activities are likely to be concentrated in the second half of the storm season (from September to November 2024). Thanh Hoa region will be affected by 1-2 storms or TDPs. Based on the warnings, Song Chu Thanh Hoa One Member Co., Ltd. has proactively implemented synchronous solutions to prevent and combat flooding during the 2024 storm season, to ensure the safety of people's lives.

Since the beginning of June 2024, Song Chu Thanh Hoa One Member Co., Ltd. has inspected the reservoir and dam works before the flood to assess the flood prevention capacity of the works, detect damages, and then have a timely repair plan, as a basis for developing a natural disaster prevention plan and a plan to respond to emergency situations. At the same time, assign staff and workers to be on duty at locations to manage and operate the works to serve timely drainage, especially buffer drainage before storms occur. In addition, the company coordinates with the People's Committees of localities to organize dredging to clear the flow, remove blockages, collect and treat water hyacinth and water spinach rafts on drainage canals and rivers; mobilize relevant forces to coordinate with local authorities to promptly inform people in downstream areas and operate in accordance with the procedures and regulations approved by competent authorities to ensure the safety of the works in all situations.

Present at Nghi Son Water Supply Branch (Song Chu One Member Co., Ltd.), officers and workers in the area have taken shifts at the pump station and main canal system, ready to perform tasks, promptly handle incidents from the first hour and minor incidents. The pumping stations, culverts across the dike, culverts in tidal areas... have been tested by the Flood and Storm Prevention Command to ensure that when flooding occurs, the works operate safely and operate at full capacity.

Mr. Nguyen Thai Du, Director of Nghi Son Water Supply Branch (Song Chu One Member Co., Ltd.) said: "To proactively respond to floods, in addition to implementing measures to ensure safety for the project, the branch has planned for situations that may occur at key projects. When the reservoir water level reaches a high level combined with heavy rain causing a landslide on the dam slope, the culvert through the dam must be closed, bamboo poles and black nets must be placed under the landslide to divide the weight of the landslide. Or in case water seeps out onto the slope or the foot of the downstream slope, a reverse filter layer must be quickly built; if a particularly large flood occurs with the risk of overflowing the top of the breakwater causing slope erosion or the risk of the dam breaking, it is necessary to spread pineapple tarpaulin over the entire surface and slope of the downstream dam, and pin the tarpaulin in place with small, sharpened bamboo sticks...".

For reservoirs with flood discharge control gates, during flood discharge control operations, it is necessary to closely monitor water levels, rainfall, and especially the impact of high tides in the downstream areas of the reservoirs, to slow down the flood discharge, minimizing damage to people and property in the downstream areas of the reservoirs. In the Dong Chua reservoir area, before the flood discharge, in addition to notifying the local authorities 4 hours in advance, the downstream flood warning system has also been installed and put into use.
