Mr. Le Huu Toan, Director of the Department of Agriculture and Environment of An Giang province, said: Implementing the Official Dispatch No. 25/CD-BCĐ-BNNMT dated November 2 of the National Civil Defense Steering Committee, the People's Committee of An Giang province issued an urgent dispatch requesting departments, branches, localities and special zones to urgently deploy response plans for storm KALMAEGI (storm No. 13) and floods after the storm.

According to the National Center for Hydro-Meteorological Forecasting, on November 3, storm KALMAEGI was active in the sea east of the Philippines, with strong winds of level 11, gusts of level 14, moving quickly westward at a speed of 30 km/h. It is forecast that by November 5, the storm will enter the middle of the East Sea, strengthen to level 13, gusts of level 16-17 and likely affect the Central region.
To proactively respond, the People's Committee of An Giang province requires units to closely monitor storm developments, promptly update information to people, strictly implement the "4 on-site" motto; prepare forces, materials and means for rescue; reinforce dykes, embankments, and pumping stations for flood control in low-lying areas, along rivers and coasts.
The Department of Agriculture and Environment of An Giang directed the Irrigation Sub-Department to flexibly operate the sewer and drainage system to reduce flooding; the Provincial Military Command and the Provincial Police ensured the safety of boats and aquaculture cages. The Department of Tourism and the Department of Industry and Trade increased inspections of safety for tourists, production facilities and the electricity system.
On the same day, the Phu Quoc Special Zone Civil Defense Command (An Giang Province) issued an official dispatch requesting the armed forces, border guards, police and functional departments to proactively monitor the developments of storm No. 13 and promptly inform people and vessels operating at sea. The Department of Agriculture and Environment of Phu Quoc Special Zone coordinated to regulate water reasonably and protect dams. Phu Quoc Special Zone requested the entire political system to strictly implement the "4 on-site" motto, proactively respond, and minimize damage caused by storms.
