
To reduce damage and pressure on authorities at all levels in responding to storm No. 13, Gia Lai people are urgently completing the work of securing their houses and preparing food and provisions for many days. Meanwhile, local authorities are also stepping up inspections, propaganda and 24/7 response.
Facing the risk of storm No. 13 making landfall directly in Quy Nhon ward, since yesterday (November 4), local people have proactively tied down their houses and reinforced their roofs with sandbags, foam boxes and water-filled plastic bags.
Mr. Phan Xuan Tung at house number 1A Dinh Bo Linh street, Quy Nhon ward said that to avoid damage caused by storm 13, from yesterday afternoon to this morning (November 5), he used more than 30 plastic bags containing water to put on the corrugated iron roof, and tied the doors and windows tightly with ropes to avoid strong winds when the storm hit.
“According to the forecast, the intensity of this storm is very terrible. I was born and raised by the sea so I understand how dangerous it is. I have witnessed many storms but never been as worried as this time, I cannot imagine, so we have to reinforce as much as possible,” Mr. Tung added.

Not only Mr. Tung, on the morning of November 5, many households in Quy Nhon ward were also urgently reinforcing their houses, using sandbags and water bags to put on the roof, sealing doors and windows to limit damage when the storm hits.
Mr. Doan Nhan, residing in alley 37, Dong Da street, Quy Nhon ward, said that when he heard that storm No. 13 was making landfall in the East Sea, from yesterday afternoon to this morning he went to the beach to get dozens of sandbags to press down on the corrugated iron roof to make it secure.
“Everyone in the alley is busy reinforcing their roofs and doors. For those with weak roofs, neighbors are helping each other, carefully securing them. We heard this storm is going to be very strong, so everyone is proactively preparing early,” Mr. Nhan added.
Along with reinforcing their houses, people have proactively stocked up on food and essentials to ensure their lives during the storm. At Coop Mark Supermarket, one of the largest supermarkets in Quy Nhon City, in recent days the number of shoppers has increased many times compared to normal days.

Ms. Tran Thi Luong (64 years old) in Phuoc Nghia village, Tuy Phuoc commune said: “Hearing the forecast that storm No. 13 would hit Gia Lai, I went with some sisters in the neighborhood to the supermarket to buy some supplies. During the storm, there will definitely be a power outage, so cooking and food will be scarce and difficult. I choose instant foods such as instant noodles, canned food, and drinking water. In the past, every year there were floods but not big ones, so I did not stock up much. However, seeing that this storm was forecast to be very big, it could hit Gia Lai directly, with very strong destruction, I prepared food more carefully.”
Meanwhile, in Tuy Phuoc Dong commune, which is forecast to be heavily affected by the storm and its circulation causing flooding, response efforts are being urgently implemented by the people and authorities.
Mr. Duong Minh Tan, Chairman of Tuy Phuoc Dong Commune People's Committee, said: "The storm is expected to make landfall around November 7, 2025. Depending on the storm's development and level, people will be evacuated according to corresponding scenarios. The locality has sent officers, police, and youth union members to each alley, knock on each door, and mobilize people to evacuate dangerous areas. The local Civil Defense Command has assigned specific tasks to each member, maintaining 24/7 duty to monitor the storm's developments and be ready to respond when situations arise."
In response to the developments of storm No. 13, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan chaired many meetings with leaders of departments, branches, and online meetings with localities on preparations for storm No. 13 and issued urgent dispatches on proactively implementing response measures. Gia Lai Provincial People's Committee also requested localities to complete the evacuation of people according to scenarios and report before 12:00 on November 6.
