According to the report of the General Statistics Office ( Ministry of Finance ), the consumer price index (CPI) in October 2025 increased by 0.2% over the previous month, increased by 2.82% over December 2024 and increased by 3.25% over the same period in 2024.
On average, in the first 10 months, CPI increased by 3.27% over the same period last year, an increase that is considered consistent with market developments and within the Government 's target of controlling inflation below 4%.
Statistics from the General Statistics Office show that core inflation in October 2025 increased by 0.35% compared to the previous month and by 3.3% compared to the same period; the average increase in the 10 months was 3.2%, lower than the average CPI. This shows that price management measures, money supply control and monetary policy have been effective, helping to stabilize the general price level.

According to the General Statistics Office, the main reasons for the CPI increase in October were the increase in food prices in provinces and cities affected by floods; the price of eating out increased due to the cost of raw materials; and the adjustment of tuition fees for the new school year by non-public education services.
Housing, electricity and water, construction materials, clothing, household appliances, etc. groups increased slightly, reflecting recovering consumer demand and the trend of increasing production costs at the end of the year.
Statistics in the first 10 months of 2025 show that the CPI increased in 9 months and decreased in only 1 month compared to the previous month. On average, the CPI increased by 0.28% per month, lower than the same period in 2024.
The main factors that increased the CPI, as recognized by the General Statistics Office, include: Food and catering services (up 3.18%), housing and construction materials (up 6.2%), medicine and medical services (up 13.39%) and education (up 1.95%). On the contrary, the transportation group decreased by 2.61% and the post and telecommunications group decreased by 0.48%, contributing to curbing the overall increase in the CPI.
On average, core inflation increased by 3.2% in the first 10 months, lower than the average CPI of 3.27%. The reason is that factors such as food, foodstuffs, electricity, medical services, education (commodities with strong price fluctuations) are excluded from the core inflation basket. This reflects that the basic supply and demand of the economy is still stable, without great pressure from demand-pull or cost-push.
