Can a BA in English Language study a second degree in English Education?

I have a BA in English from Hanoi University of Science and Technology. Can I study for a second degree in English Pedagogy?

The school I want to study for a second degree in English Pedagogy is Hanoi National University of Education or University of Foreign Languages, Vietnam National University, Hanoi. I am confused because some people say that you need to graduate from the same pedagogical major to be able to study for a second degree.
