In order to concretize and effectively implement the tasks, solutions and investment targets for social housing construction according to the Housing Development Program of Nam Dinh province for the period of 2021-2030 approved by the Provincial People's Committee in Plan No. 153/KH-UBND dated November 29, 2023; contributing to the implementation of the Project on investing in the construction of at least 1 million social housing apartments for low-income people and workers in industrial parks (IPs) for the period of 2021-2030 according to Decision 388/QD-TTg dated April 3, 2023 of the Prime Minister and Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat, the Provincial People's Committee has recently issued Decision No. 2362/QD-UBND dated October 31, 2024 approving the investment policy of the project on Construction of Bai Vien social housing area in My Xa ward (Nam Dinh city).

Housing development in the province in recent times has had some limitations such as: commercial housing tends to develop more strongly while housing for social policy beneficiaries and low-income people has not received due attention, leading to an imbalance in supply and demand in the real estate market, affecting economic development and social security. The urbanization rate in the province is still low, only reaching nearly 20%, so the attraction of urban housing investment is still low, not attracting investors. In addition, preferential policies and support on taxes, land, investment procedures, etc. are still not enough to encourage entities in developing social housing.
In order to have a legal basis and basis for departments, branches and localities to remove bottlenecks annually and in each period, the Provincial People's Committee has issued decisions approving housing development programs to specify and effectively implement tasks, solutions and investment targets for building social housing for low-income people and industrial park workers. According to Plan No. 153/KH-UBND dated November 29, 2023 of the Provincial People's Committee, the goal is to complete 17,882 social housing apartments by 2030 (of which 9,882 social housing apartments are assigned by the Prime Minister in Decision No. 338/QD-TTg dated April 3, 2023). Implementing the policy of the Provincial People's Committee, on June 20, 2024, the Nam Dinh City People's Committee approved the 1/500 detailed planning of the Bai Vien social housing project in the planning plot coded OM-08 in My Xa ward with an area of 30,023 thousand m2, with the northern boundary bordering Thich Thuan Duc Street, 33.2m wide (2 lanes, each lane is 7m wide; median strip is 13.2m wide; sidewalks on each side are 3m wide); the southern boundary borders Phung Khac Khoan Street, 21m wide (roadway is 11m wide; sidewalks on each side are 5m wide); the eastern boundary borders the new road, 19m wide (roadway is 9m wide; sidewalks on each side are 5m wide); the western boundary borders D1 Street, 21m wide (roadway is 11m wide; sidewalks on each side are 5m wide). The planning area for the construction of Bai Vien social housing area has an orientation for organizing architectural space and landscape, including functional areas that are harmoniously organized to ensure connectivity in terms of technical infrastructure (traffic, water supply and drainage, etc.). The overall architectural and landscape spaces in the project ensure the criteria for serving social policy beneficiaries with priority given to housing solutions... On October 31, 2024, the Provincial People's Committee issued Decision No. 2362/QD-UBND approving the investment policy of the Bai Vien social housing construction project in My Xa ward. According to Decision No. 2362/QD-UBND of the Provincial People's Committee, Bai Vien social housing area has a total investment capital of over 909.2 billion VND; The expected land area used is over 30 thousand m2 (of which the traffic land area is 1,737.5 m2 ; the land for construction is over 28,285 thousand m2 including the area of trees, internal roads, landscapes is over 18,785 thousand m2 and the construction area is 9.5 thousand m2 ). Construction scale: investing in synchronous construction of technical infrastructure works according to the 1/500 scale master plan approved by Nam Dinh City People's Committee in Decision No. 2318/QD-UBND dated June 20, 2024, including 6 social housing buildings with a total of 1,100 apartments (area from 25-70 m2/apartment), the total floor area of apartments is about 67.5 thousand m2 ; There are 9 floors above ground (total area of about 90 thousand m2 ) and 1 basement (area of 8.3 thousand m2 ). The project's operating period is 50 years from the date the investor is allocated land by the State, leased land to implement the project.
According to Decision No. 2362/QD-UBND of the Provincial People's Committee, in 2024 and 2025, investment procedures, bidding for investor selection, land allocation and construction commencement will be implemented; In the period of 2025-2030, the construction and completion of technical infrastructure items will be implemented, including: housing items (phase 1 includes 2 works (blocks B and C) constructed and put into use in 2025-2026 with about 324 apartments; phase 2 includes 2 works (blocks D and E) constructed and put into use in 2026-2028 with about 304 apartments; phase 3 includes 2 works (blocks A and F) constructed and put into use in 2028-2030 with about 472 apartments. Regarding the investment, construction and management plan, for technical infrastructure works, investors are selected to invest in the construction of technical infrastructure of the project in compliance with the approved 1/500 scale master plan (roads and sidewalks; domestic water supply, fire protection; rainwater and wastewater drainage systems; domestic power supply systems, transformer stations; public lighting; ...); after construction is completed, the technical infrastructure works will be handed over to the State management agencies and operating units according to regulations. For social housing projects, investors are selected to invest in the complete construction of 6 social housing buildings with approved planning indicators; after completion, investors are allowed to do business and transfer real estate of the project when fully ensuring the conditions according to the provisions of the Land Law, the Law on Real Estate Business and other relevant regulations. Based on the decision of the Provincial People's Committee, the Nam Dinh City People's Committee is continuing to implement the steps to invest in the construction of the Bai Vien social housing project to ensure progress and quality to meet the housing needs in the province.
In order to implement and complete the goals of developing low-income housing and industrial park worker housing, in the coming time, the Provincial People's Committee requests the People's Committees of Nam Dinh districts and cities to create favorable conditions for organizations and individuals to participate in investing in the construction of social housing according to the provisions of law, speed up the progress of investment preparation, carry out site clearance, land allocation, and manage the implementation of planning when implementing projects in the area. Strictly comply with the provisions of law on planning, arrange land funds in accordance with planning, land use plans, construction planning, housing development programs and plans to develop social housing. When planning new urban areas and new industrial parks, it is necessary to include planning for social housing and worker housing to ensure social infrastructure and technical infrastructure according to regulations. Publicize and introduce land funds for social housing investment to enterprises for research and investment proposals. Plan and arrange social housing projects and independent worker housing projects in suitable, convenient locations, with large scale, full technical and social infrastructure. Strengthen inspection, supervision and handling of violations of the law in the development of social housing and worker housing in the area, including the implementation of land allocation for social housing in commercial housing projects and urban areas.
