Emulation clusters of Northern provinces and cities deploy tasks in 2024

In his welcoming speech, Vice Chairman of the Provincial People's Committee Nguyen Cao Son briefly introduced the history, geopolitical position of the province and the outstanding results of the province's socio-economic development in 2023, emphasizing: Over the past years, Ninh Binh province has persistently implemented the strategy of green and sustainable development. The province's socio-economic situation in 2023 has achieved positive and comprehensive results, basically achieving the set general goals.

In 2023, the province's GRDP will reach 7.27%, ranking 23rd among provinces and cities, higher than the national average, with an average income of VND 88.03 million/person/year; tourism business activities in the province in 2023 will continue to flourish and develop strongly; the poverty rate will be 2%. Culture and society have made much progress. Foreign affairs and international cooperation activities have been expanded.

Administrative reform has been paid attention to, with many positive changes, contributing to promoting investment attraction. In that general achievement, there is a significant contribution from the Ninh Binh Department of Home Affairs, especially in advising leaders, directing the launching and implementation of patriotic emulation movements, attracting a large number of civil servants, public employees and workers to enthusiastically participate, contributing to the successful completion of assigned tasks.

Regarding the development goals and strategies of Ninh Binh province in the coming time, the Vice Chairman of the Provincial People's Committee said that the organization of the Emulation Cluster Conference of the Northern Provinces and Cities in Ninh Binh is an opportunity for the Department of Home Affairs of Ninh Binh province and the provinces and cities in the region to exchange, learn, share experiences and good practices, contributing to the completion of tasks in the coming time. This is also an opportunity for Ninh Binh to promote tourism of the province. On this occasion, on behalf of the provincial leaders, the Vice Chairman of the Provincial People's Committee sincerely thanked and hoped to continue to receive the attention of the Ministry of Home Affairs, the coordination of the Departments of Home Affairs in the Cluster so that the Department of Home Affairs of Ninh Binh province can continue to fulfill its assigned tasks, contributing to the realization of the development goals of the province in the future.

Discussing at the conference, delegates unanimously assessed: In 2023, units in the Cluster have innovated emulation and reward work; built, registered, launched and implemented emulation movements closely following the direction and guidance of the Emulation and Reward Council of the Ministry of Home Affairs, the People's Committees of provinces and cities, and well implemented the contents of the emulation covenant of the Cluster.

The commendation work is carried out promptly, contributing to encouraging and highlighting advanced models, good people and good deeds. The review and approval of commendations is carried out strictly, rewarding the right subjects and the right achievements.

The work of building and perfecting institutions and policies has been focused on with many important Resolutions, Regulations and Projects of the Industry being advised to issue. Actively advised the Provincial Party Committee and People's Committees of provinces and cities to develop plans and solutions to organize the implementation of the arrangement of administrative units at district and commune levels in the period of 2023-2025; proactively advised to resolve difficulties in implementing policies for cadres, civil servants and part-time workers at commune level.

Administrative reform continues to receive attention and implementation, taking digital transformation in all areas of work as a means and driving force, contributing to improving management effectiveness and efficiency, ensuring publicity and transparency of activities...

At the conference, delegates from provinces and cities shared good experiences and creative ways of doing things, pointed out difficulties and problems of the industry and proposed solutions for units in the Emulation Cluster to continue to improve the quality of emulation movements and reward work in 2024.

Speaking at the conference, comrade Vu Dang Minh, Vice Chairman of the Emulation and Reward Council - Chief of Office of the Ministry of Home Affairs acknowledged and highly appreciated the results achieved by the Emulation Cluster of Northern provinces and cities in 2024. Regarding the tasks in the coming time, he suggested: it is necessary to closely follow the action program, the Plan to implement the Resolution of the 13th National Party Congress, the Resolution of the Provincial and Municipal Party Congresses and the Central's instructions to advise on the effective implementation of tasks in the field of Home Affairs.

The focus is to continue to innovate emulation and reward work, making the emulation movement truly become a self-awareness and regular responsibility of each civil servant, public employee and worker in the agency.

Effectively implement emulation movements launched by the Prime Minister and the Ministry of Home Affairs, especially the emulation movement "Cadres, civil servants and public employees compete to implement office culture" and the Project on public service culture approved by the Prime Minister to strengthen discipline, order, culture and office civilization among cadres, civil servants and public employees, improve the satisfaction of people and businesses with the service of state administrative agencies and emulation movements launched by provinces and cities.

Effectively advise the People's Committees of provinces and cities to perform assigned tasks according to their functions and duties. At the same time, focus on emulation to perform well in the fields of: State organization, government and administrative boundary building, religion, emulation and rewards. Promote administrative reform, enhance digital transformation, improve efficiency in direction, administration, and task implementation...

At the conference, the Department of Home Affairs of Ninh Binh province was honored to receive the Flag of the leading unit in the patriotic emulation movement in 2023 in the Emulation Cluster of Northern provinces and cities from the Ministry of Home Affairs. 2 collectives and 11 individuals of the Cluster with outstanding achievements in the emulation movement of the industry were awarded Certificates of Merit by the Ministry of Home Affairs.

The conference introduced and honored the Department of Home Affairs of Thai Binh province as the Cluster Leader; the Department of Home Affairs of Hai Duong province as the Deputy Cluster Leader of the Emulation Cluster in 2024.
