Compensation paid to more than 4,000 households at Gia Binh International Airport Project

Mr. Do Dinh Huu, Director of the Land Fund Development Center of Bac Ninh province, said that up to now, the units have paid in advance compensation for site clearance of the Gia Binh International Airport Project about 1,997.82 billion VND to about 4,054 households in 3 communes of Gia Binh, Nhan Thang, Luong Tai with more than 436 hectares. Of which, in Gia Binh and Nhan Thang communes, the advance payment has been completed. In Luong Tai commune, the payment has been made to 16/20 villages with a cost of about 919.37 billion VND related to 1,587 households; and 4 villages are continuing to pay until November 12.

For the resettlement and cemetery projects, up to now, the basic statistics and owners have been determined according to the land records with the total area of resettlement areas, relocation of cemeteries, graveyards, religious works... being 263.8 hectares in the two communes of Trung Chinh and Luong Tai.

The implementation of land clearance for projects is currently facing many difficulties and obstacles in determining support for stabilizing life and supporting career conversion due to the need to determine the percentage of remaining agricultural land area; draft regulations are still in the process of soliciting opinions and finalizing for promulgation; there is a lack of forces participating in the inventory of residential land and assets and constructions on land. Many households arbitrarily change the purpose of land use, have not provided complete conversion documents while there are no specific regulations on compensation for this case...

Based on the difficulties and problems, at the conference, delegates proposed that the Provincial People's Committee; provincial departments and branches urgently establish and submit for approval plans and advise on the issuance of regulations on compensation, support and resettlement policies; unit prices for compensation for damage to crops and livestock applied in compensation, support and resettlement. At the same time, it is recommended that investors promptly prepare documents to submit to ministries, departments and branches for appraisal, submit to competent authorities for approval of investment policies and plans; set up boundary markers in the field; extract cadastral maps of the land...

At the conference, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan emphasized that the implementation of Gia Binh International Airport Project and related projects is the most important political task of Bac Ninh province in the current period. Therefore, it is required that localities, units, especially leaders, must focus on promoting the sense of responsibility, determination, and resolutely implement the issued plan; closely follow the proposed work contents; check daily progress and have plans to compensate for delayed work.

Provincial leaders, departments, branches and sectors are ready to accompany units and localities; pay attention and research to find solutions to overcome difficulties in order to implement the project most effectively, creating breakthrough changes for the province - the Provincial Chairman committed. At the same time, he requested departments, branches, units and localities to focus on site clearance.

The target is to complete by November 30, 2025 at the latest, especially the clearance of agricultural land areas of 3 projects including: projects within the scope of Gia Binh Airport, radial road projects and resettlement projects, relocation of technical infrastructure and new concentrated cemetery area in the form of cemetery parks.

For the agricultural land areas that are still stuck because the household owners are no longer residing in the locality, the Chairman of the Provincial People's Committee assigned the Party Secretary of Gia Binh commune to chair a meeting with specialized departments, relevant departments and branches by the morning of November 12, 2025 at the latest to discuss and agree on an implementation plan in the spirit of being most beneficial to the people and ensuring compliance with legal regulations.

The implementation of resettlement is a matter of concern for the people. All implementation steps have been carried out in accordance with the correct procedures; including asking for people's opinions. The resettlement area has been clearly identified in the most convenient location for the people; the resettlement area has been expanded to meet the people's wishes...

The Chairman of the Provincial People's Committee also requested to immediately implement compensation and site clearance for resettlement land areas based on the approved and adjusted planning; this resettlement land area must be completed by December 15, 2025 at the latest.

For cemetery areas that must be relocated, on the basis of absorbing maximum opinions from people, strengthen propaganda, mobilization, and persuasion so that people understand and unanimously implement the project; resolutely handle acts of opposition and incitement that go against the views of the Party and State.

The Chairman of the Provincial People's Committee also requested the investor to closely coordinate with the focal agencies of the province to unify the implementation of work contents; continue to accompany and support a number of policies that are not included in the State's regulations but within the capacity of the enterprise.
