Attending the meeting were: Member of the Provincial Party Standing Committee, Vice Chairman of Binh Phuoc Provincial People's Committee Le Truong Son; Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen, along with representatives of departments and branches of the two provinces, representatives of investors and a number of mineral enterprises.

At the meeting, representatives of the two provinces reported on the preparation of mineral resources for common construction materials, determined the volume, estimated raw material sources and proposed exploitation and use plans to serve the North-South Expressway Project, West section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc). In addition, they reported the results of the review and proposed solutions to handle the overlap between mineral planning, mineral reserves and this expressway project. Basically, the two provinces have proactively surveyed mineral mines to serve the needs of the project, and at the same time proposed plans and proposals for overlapping areas related to the project.
For Binh Phuoc, according to the project's pre-feasibility report, the section through the province needs more than 4.5 million cubic meters of various types of construction stone; more than 797 thousand cubic meters of construction sand; 11 million cubic meters of landfill soil. The province has also planned 17 landfill locations, with a total area of more than 112 hectares, with a capacity of more than 9.85 million cubic meters. Through review, the overlapping area between the project and the Thong Nhat and Tho Son bauxite mines, Bu Dang district is about 150.4 hectares; in addition, there are overlapping areas between the landfill mine planning area, the landfill location and the mine that has been explored and has approved reserves; overlapping between the expressway project and the mine area that has not been explored, approved in principle and the bauxite mineral reserve area.

Based on the actual situation, the People's Committee of Binh Phuoc province has made recommendations to the central ministries and branches. Notably, it is recommended not to conduct ore mining in the overlapping area between the project and the planning areas for exploration, exploitation and bauxite reserves in the area, because ore mining in these areas is not feasible due to small volume, high cost and affecting the progress and efficiency of the expressway project...

Meanwhile, Dak Nong province also proposed a number of contents related to the province's responsibilities.
The investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, has a total length of about 124.13km, of which the section passing through Binh Phuoc province is about 101.03km; the section passing through Dak Nong province is about 23.1km. The National Assembly has decided on the investment policy for the project, and the People's Committee of Binh Phuoc province is the focal agency for implementation. |
Concluding the meeting, Deputy Minister of Agriculture and Environment Tran Quy Kien highly appreciated the proactive spirit of the two provinces of Binh Phuoc and Dak Nong in preparing plans for common raw material sources to serve the expressway project. In particular, the two provinces have basically determined the volume, expected sources, proposed plans for exploitation, use, and planning of waste disposal areas to serve the project.
Deputy Minister of Agriculture and Environment Tran Quy Kien emphasized: The North-South Expressway project in the West, Gia Nghia - Chon Thanh section, is of special importance and has received great attention from the Party, the Government and the Prime Minister. Therefore, it is recommended that the two provinces strictly comply with the directions of the Government and the Prime Minister, closely coordinate and quickly complete the procedures so that the project can start construction on schedule (expected on April 30, 2025). Regarding the proposal, the two provinces should soon send documents to the central ministries, branches and relevant agencies as a basis for consultation and resolution.
