Diversify livelihood models, promptly implement support policies

After nearly 5 years of implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, Phu Tho province has basically completed the set goals; policies to support the poor have been implemented promptly and to the right targets. The appearance of villages and hamlets has changed a lot, people's lives have been gradually improved and enhanced.

Create motivation to overcome difficulties and rise up

With support for breeding goats, Mr. Nguyen Van Trieu in Da Bac commune was very excited, carefully prepared the barn, and actively learned the techniques of care and careful rearing. With suitable climate and abundant food sources from the forest garden, the goats grew quickly, reproduced and developed well. Mrs. Hoang Thi Nga in Yen Tri commune was also very touched when the local government and neighbors always visited, shared and encouraged her to escape poverty.

Before merging, the three provinces of Vinh Phuc, Hoa Binh and Phu Tho identified sustainable poverty reduction as one of the key political tasks. Many solutions to reduce poverty and improve people's lives, especially in particularly difficult communes and ethnic minority areas, were implemented synchronously and systematically: focusing on investing in socio-economic infrastructure, promoting livelihood diversification, replicating poverty reduction models associated with production, technology transfer, trade promotion, paying attention to applying science and technology and digital transformation, developing green economy to increase income, promote cultural identity and arouse people's self-reliance, towards inclusive and sustainable development. Mr. Bui Van Bay in Muong Hoa commune, who received support to eliminate temporary houses, expressed that it was a great joy that encouraged him to constantly strive to overcome difficulties and move forward.

Policies for poor and near-poor households such as support for healthcare, electricity bills, education and training, credit policies, housing, etc. are fully and promptly implemented. In the period of 2021-2025, support for tuition exemption and reduction, support for study costs, support for food and housing for more than 500,000 students with a total support budget of 1,774 billion VND; organize the purchase and distribution of health insurance to 100% of poor people, multidimensional poor people lacking health insurance, ethnic minorities living in difficult areas, people living in extremely difficult areas, people in near-poor households, people who are social protection beneficiaries and some other subjects with a total support budget of more than 3,000 billion VND; support for electricity bills for 100% of poor households and social policy households.

Along with that, 20 preferential loan programs have contributed to helping more than 40,000 households escape the poverty line, build more than 100,000 clean water and rural environmental sanitation works, and improve people's lives. The number of students with difficult circumstances who have received loans to study has reached 80,000; 350,000 workers have new jobs, and more than 3,000 workers have been supported with money to work abroad; 1,000 poor households, disadvantaged households, and policy families have been able to buy social housing, build new houses, and repair houses through the social housing loan program...

Before the merger, Vinh Phuc also implemented a number of specific policies for the poverty reduction program such as monthly social assistance for the elderly from 70 to 80 years old in poor households, near-poor households without pensions, social insurance subsidies, preferential subsidies for people with revolutionary contributions, and support for households with no ability to escape poverty.

Continue to deploy effectively and synchronously

After implementing the two-level local government model, the Provincial People's Committee issued Decision No. 444/QD-UBND to complete the Steering Committee for National Target Programs of Phu Tho province for the period 2021 - 2025, headed by the Chairman of the Provincial People's Committee. The total planned capital for 2025 to implement the National Target Program for Sustainable Poverty Reduction is 344,451 million VND, with the total disbursed capital being 148,607 million VND.

The Sustainable Poverty Reduction Program focuses on implementing projects and activities aimed at supporting the poor in their livelihoods, jobs, income, and proactively rising out of poverty sustainably; supporting poor areas to escape from extremely difficult situations. The rate of poor and near-poor households has decreased every year according to plan. Policies to support housing, health care, education, and production loans for poor and near-poor households have been implemented synchronously and effectively. The labor structure in the province has clearly changed with the trend of reducing the proportion of workers working in the agricultural, forestry, and fishery sectors and increasing the number of workers working in the non-agricultural sectors, in which the industrial - construction sector tends to attract a high proportion of workers. Vocational training policies in the province have been strongly implemented.

In the first 10 months of 2025, although the context of major changes in administrative organization and operation of the 2-level local government model posed great challenges, the speed of Program implementation was maintained well. With strong direction, mobilizing the participation of the entire political system, and many creative approaches, sustainable poverty reduction work achieved comprehensive results. Many localities have proactively strengthened the Steering Committee of the National Target Programs of the commune, assigned officials in charge, reviewed, and maintained the results of the achieved criteria; at the same time, flexibly mobilized socialized resources, businesses and people to complete urgent civil works. Advocacy and propaganda work was focused on creating broad consensus, especially in remote communes and ethnic minority areas. Up to now, basically the targets and objectives in the 5-year plan for the period 2021-2025 of the Sustainable Poverty Reduction Program in the province have met and exceeded the set plan.

In fact, there are still many difficulties and challenges in the implementation process. Although the disbursement rate of public investment capital to implement national target programs in Phu Tho province is higher than the national average, the disbursement rate of career capital at 28.4% is still low. After the province's merger, the team of civil servants at the commune level implementing the poverty reduction program are basically new to the job, lacking many experienced, specialized officials who understand the program content and are familiar with the area. Although it is only a temporary difficulty, to overcome it requires strengthening the training and fostering of poverty reduction officials at the commune level to ensure improved implementation efficiency.

Phu Tho aims to have basically no poor households in the province by 2030 according to the multidimensional poverty standard. In the last two months of the year, the province will strengthen its direction and management, and units will urgently organize and implement projects, sub-projects, and components to ensure capital disbursement in 2025 according to the plan; urge communes and wards to approve the official review results of poor and near-poor households in 2025 according to the multidimensional poverty standard for the period 2022-2025. Inspection, supervision, proactively grasping and handling difficulties and problems in the implementation of the Program's projects, promoting the supervisory role of the People's Council, the Fatherland Front and mass organizations will be strengthened. Along with that, innovate and promote extensive propaganda about the goals, contents and results of the Program, disseminate laws, and provide training for officials, civil servants, public employees, businesses and people to raise awareness, create social consensus; promote the combined strength to actively join hands in participating in the Program.

Phu Tho province recommends that central ministries and branches promptly advise the Government to approve the National Target Program for the period 2026-2030, fully and synchronously promulgate regulations on management and operation mechanisms, guidance documents, handbooks and standard guidance documents that are easy to apply, with illustrative examples, sample procedures, and standard forms for unified implementation at the grassroots level; allocate central budget funds to localities from the beginning of 2026 to have a basis for developing 5-year and annual plans, organizing the implementation of contents and projects to ensure implementation progress and disbursement of implementation funds. With a large administrative boundary, many regions, and many subjects within the scope of the Sustainable Poverty Reduction Program and the socio-economic development program for ethnic minority mountainous areas, while local revenue sources are limited, Phu Tho province (new) requests the Ministry of Finance to consider and report to the Government to prescribe an appropriate counterpart rate to ensure the ability to balance and allocate local resources.

According to the results of the preliminary review report on poor and near-poor households, as of November 14, 2025, the total number of poor households in Phu Tho province (new) decreased from 32,044 households, equivalent to 3.22% (early 2025) to 27,273 households, equivalent to 2.71% (a decrease of 4,771 households, equivalent to 0.51%, reaching 108.5% of the set plan); the number of near-poor households decreased from 34,628 households, equivalent to 3.48% to 31,554 households, equivalent to 3.13% (a decrease of 3,074 households, equivalent to 0.35%).
