Notably, in the first 6 months of 2024, in Da Nang, no cases or subjects have been discovered, recorded or handled that have taken advantage of import-export, trading, transportation, use and storage of precursors, chemicals, addictive drugs and psychotropic drugs containing narcotics to commit crimes; no subjects have been discovered that illegally collect, prepare and produce narcotics from precursors and chemicals on the market.

However, in reality, there are still some limitations and difficulties such as the responsibility and coordination between state and local management agencies in coordinating control from the licensing stage to the final product is not tight; the staff performing tasks in units and localities has changed, and at times has not met the requirements of the work...

Colonel Nguyen Van Tang, Head of the Inter-sectoral Working Group of the City People's Committee, requested relevant sectors and localities to evaluate the results of the Inter-sectoral Working Group's activities in the past time. Thereby, he noted the difficulties and obstacles to discuss and propose solutions to improve the effectiveness of controlling legal activities related to drugs in the city in the coming time. Especially, he identified loopholes and shortcomings in State management that are at risk of being exploited by organizations and individuals to collect legal chemicals and precursors for the preparation and illegal production of narcotics.

Colonel Nguyen Van Tang also recommended enhancing the role and responsibility of heads of agencies, party committees at all levels, and local authorities in controlling legal activities related to drugs. At the same time, it is necessary to disseminate and thoroughly understand the provisions of the law related to the import, production, transportation, trading, and use of precursors and chemicals to representatives of enterprises and companies in the city to prevent the loss of precursors and chemicals for criminals to take advantage of to illegally prepare and produce drugs.

The conference heard Senior Lieutenant Colonel Phan Ngoc Cam, Deputy Head of Division 5, Department of Drug Crime Investigation ( Ministry of Public Security ) report on the work of controlling legal activities related to drugs. Including issues that need attention in the activities of exporting, importing, buying, selling, and using precursors; methods and tricks that drug criminals often take advantage of to disseminate to local police, state management agencies, and businesses in the area to grasp, early identify, and proactively prevent.
