Many places in the world do it, Da Nang has many advantages
According to Mr. Nguyen Tien Quang - Director of VCCI Central Highlands, this is a new model that has never been applied in Vietnam but is not new to the world.
In fact, free trade zones have been formed and developed for decades in countries in the region and around the world: Singapore, Malaysia, UAE, China, USA...
This model has proven very successful in a number of countries and in both developed and developing countries.
Compared with the model of industrial parks and export processing zones in our country, free trade zones use superior utilities from infrastructure, especially in terms of information connection and goods transportation.
Da Nang has outstanding advantages associated with its location, infrastructure of the free trade zone with Lien Chieu port under construction.
"Da Nang is both a tourist center with world appeal and will become a locality with high openness in trade and investment with countries in the region and the world.
The free trade zone will help Da Nang maximize its advantages compared to other localities in the region, overcoming one of Da Nang's disadvantages: small natural area, small population... and being limited by mechanisms and economic development within the administrative boundaries of the province and city," Mr. Quang commented.
Huge differences in customs policies
Mr. Quang said that the fields of operation and trade in the free trade zone are quite "inclusive".
In addition to production and processing, organizing international fairs and exhibitions, the free trade zone also expands R&D centers, specialized training centers, research, transit services, international cargo transshipment, etc.
According to Mr. Tran Thoang - Director of Customs - Trade Strategy Consulting Company CT Strategies (CTS) Vietnam, many differences can be seen if compared with industrial park or export processing zone models in Vietnam.
In addition to the covered fields of activity, there are free trade activities between enterprises operating in the free trade zone such as investment, production, processing, logistics services, long-term storage services, value-added services such as repackaging, packaging replacement, recycling, labeling, mixing, etc.
Mr. Thoang said that the free trade zone is most special thanks to preferential policies on warehouse and raw material management of the customs agency.
More special mechanisms on opening customs declarations, monitoring mechanisms, moving goods towards business compliance and limited management by customs authorities...
"For example, regarding the free circulation of goods, if in a free trade zone, the exchange of goods between enterprises in the free trade zone and from enterprises in this free trade zone to enterprises in other free trade zones is not an import-export relationship.
This is not available in industrial parks and export processing zones. Because goods that want to move in and out of industrial parks need to go through import and export procedures according to regulations, including opening customs declarations, inspections, customs seals, handover minutes, reports..." - Mr. Thoang analyzed.
