Delegate Nguyen Quoc Han highly appreciated the positive changes in the process of reorganizing and streamlining the administrative apparatus. However, he also pointed out that decentralization and delegation of power between government levels are still inadequate, especially in areas such as: Land management, public investment, public assets, mineral exploitation, education , and health.

According to delegate Nguyen Quoc Han, overlapping regulations and lack of uniformity in implementation have reduced operational efficiency and limited local autonomy. Delegate Nguyen Quoc Han recommended that ministries and branches review the entire system of legal documents and promptly amend, supplement or replace inappropriate regulations to ensure consistency and smoothness in implementation.
“Strong decentralization to localities; at the same time, clearly defining the responsibilities of leaders is a prerequisite to improve the effectiveness of State management, creating favorable conditions for people and businesses” - delegate Nguyen Quoc Han emphasized.
Human resource development - the decisive factor in administrative reform
Delegate Nguyen Quoc Han said that after the process of reorganizing commune-level administrative units, the workload increased but the number of staff decreased, leading to great pressure on grassroots officials and civil servants. Many people had to work 10-12 hours a day, and some even quit their jobs due to overload.
To overcome this situation, delegates proposed to arrange reasonable staffing according to the characteristics of each field; train and foster professional knowledge and digital technology skills for commune-level civil servants; have appropriate remuneration and income policies to create motivation to work; promote digital transformation application, reduce administrative procedures, improve productivity and quality of service to the people.
According to delegate Nguyen Quoc Han: Commune-level civil servants are the ones who directly operate the State apparatus closest to the people; public service efficiency at this level reflects the management capacity of the government in general.
Synchronous infrastructure - the pillar of sustainable development
Assessing the results of infrastructure investment in 2025, delegate Nguyen Quoc Han welcomed the Government 's efforts in completing more than 3,000 km of highways, implementing the North-South high-speed railway and renewable energy projects. However, delegate Nguyen Quoc Han also pointed out that rural, mountainous, border, remote and isolated areas still face many difficulties in terms of transport infrastructure, people's livelihood and natural disaster prevention and control.
Delegate Nguyen Quoc Han recommended that the Government continue to encourage investment in the form of PPP for transport, electricity, water, and wastewater treatment projects; promote the program of building new rural areas and developing smart cities; invest in projects against climate change, especially coastal roads combined with breakwaters and saltwater intrusion prevention, suitable for the characteristics of the Mekong Delta; apply advanced technology in infrastructure construction to save resources and adapt to climate change.
At the end of his speech, delegate Nguyen Quoc Han affirmed: “The results achieved in 2025 are an important premise for the country to enter a new stage of development. Under the leadership of the Party and the consensus of the people, Vietnam will firmly step on the path of prosperous and sustainable development.”
