Congress of Party Delegates of Division 31

Major General Nguyen Tran Long - Deputy Political Commissar of the 34th Corps attended and directed the congress. In the 2020 - 2025 term, the Party Committee of Division 31 has led, thoroughly grasped and well implemented the policy of building a comprehensively strong unit "Exemplary, typical". At the same time, focusing on making breakthroughs in improving the quality of training and political education; improving the quality of the staff and making breakthroughs in improving the quality of agency building, law enforcement, discipline, ensuring safety and administrative reform.

Thanks to that, the results of the quality assessment of Party committees and organizations that have excellently and well completed their annual tasks reached over 90%; Party members who have excellently and well completed their tasks reached 92.3%; the results of annual reserve mobilization training have the number of participants reaching 94.53%; good and excellent accounted for 83.63%; production increased by over 100% of the set plan; ensuring healthy troops reached 99.12% to carry out tasks; 5/5 subordinate units achieved the title of 5 good military medical units...

In the 2025 - 2030 term, the Party Committee of Division 31 sets a goal of having 100% of agencies and units ready to fight well, not to be passive or surprised. Every year, 100% of cadres are trained according to the hierarchy, 80% or more of battalion cadres and equivalent achieve good or excellent (40% or more good), 75% or more of company, platoon cadres and equivalent achieve good or excellent (35% or more good). 100% of squad training content meets requirements, 80% or more good or excellent (40% or more good); 70% or more of units have enough troops to meet good training standards. Exercises at all levels are close to reality, absolutely safe, tactics are good, techniques are good...

Speaking at the congress, Major General Nguyen Tran Long requested that Division 31 focus on leading the building of a strong and exemplary Party organization; a revolutionary, disciplined, elite, modern Division with high overall quality, strength, level and combat readiness; and successfully and excellently complete its tasks in all situations.

To achieve this goal, the Division must carry out well three breakthroughs: improving the quality of training, politicaleducation , ideological management, promoting the cultural values of "Uncle Ho's soldiers" in the new period; improving the quality of regular construction, discipline management, ensuring safety, force building, administrative reform and digital transformation; improving the leadership capacity, fighting strength of Party committees, Party organizations and the quality of cadres and Party members.

The Congress elected the Party Executive Committee of Division 31 for the 2025-2030 term, consisting of 13 members. Colonel Le Minh Duc - Political Commissar of the Division was elected as Secretary of the Party Committee of the Division for the 2025-2030 term.
