Congress of Quang Ninh Folk Arts Association for the 2024-2029 term

On the morning of July 28th, in Ha Long City, the Quang Ninh Folk Arts Association held its 4th delegate congress for the 2024-2029 term. Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, attended the congress.

The Quang Ninh Folk Performing Arts Association currently has a total of 369 members, operating in 12 local branches throughout the province. Over the past five years, it has admitted 68 new members at the provincial level, processed applications, and received approval from the Vietnam Folk Performing Arts Association for 6 new members, bringing the total number of central-level members in Quang Ninh to 27. Simultaneously, members have established 48 clubs for collecting, teaching, and performing various forms of folk performing arts.

The Association has made many efforts in protecting the legitimate rights and interests of its members, supporting each other in research, collection, and effective transmission of culture and folk traditions, aiming to preserve, maintain, and promote the cultural values of ethnic groups, contributing to building an advanced Vietnamese culture rich in national identity.

During its third term, the Association had 14 members awarded the title of Vietnamese Folk Artisan, bringing the total number of awarded artisans from 2009 to date to 73. Among the 73 awarded artisans, there are 2 People's Artisans and 36 Distinguished Artisans.

Speaking at the Congress, Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the important results in collecting and researching intangible cultural heritage of Quang Ninh in recent years. He noted the unique and distinctive approaches that link the protection of cultural heritage with the preservation of border security and sovereignty .

The comrade stated that Quang Ninh province is a land of outstanding people and rich cultural traditions cultivated over millennia. To preserve and promote these cultural values, the province has issued resolutions and projects on culture, in which folk culture always occupies an important part. In the flow of culture, the work of preserving folk culture is directed and implemented by the Party Committee and managed and directed by all levels throughout the province.

The comrade expressed his wish that, in the future, the preservation of folk culture should be linked to the preservation and transmission of knowledge, paying more attention to the intangible aspects, the "soul" of the heritage, in conjunction with the province's resolutions and projects; establishing more folk art clubs, introducing them into schools, bringing culture into life, and improving the spiritual life of the people; nurturing young members, striving to produce high-value works, focusing on building the Association's organization, and prioritizing professional activities. Regarding some of the Association's recommendations, the comrade acknowledged them and assigned relevant departments and agencies to research and advise the province on their implementation.

Many members received certificates of merit from the Vietnam Folk Arts Association.

In the coming term, the Association aims to participate in 3 provincial-level projects and 2 grassroots-level projects annually; coordinate with the Department of Culture and Sports to organize folk song festivals, publish 10 works of folk culture, and strive to have collections of folk culture works commensurate with the potential and position of the province. At the same time, it will propose policies to reward and care for artisans, and recruit 30 to 40 new members to the provincial-level Folk Culture Association and 5 to 10 new members to the Vietnam Folk Culture Association each year.

The Executive Committee of the Quang Ninh Folk Arts Association, 4th term, was introduced at the Congress.

The Congress elected the Executive Committee of the Quang Ninh Folk Arts Association for the 2024-2029 term, consisting of 21 members, and the Inspection Committee, consisting of 5 members. The Executive Committee held its first meeting to elect the Standing Committee, the president, and the vice presidents. Mr. Vu Kim Tuyen, former Deputy Director of the Vietnam-Japan Labor Culture Center, was elected President of the Quang Ninh Folk Arts Association for the 2024-2029 term.
