Speaking at the press conference, Deputy Director of the Hanoi Department of Culture and Sports Pham Xuan Tai said that the new highlight is that for the first time the Congress is organized according to two levels of government: grassroots and city. At the commune and ward levels, localities organize at least 8 mass sports, focusing on popular contents such as football, volleyball, badminton, table tennis, shuttlecock, swimming, athletics... and many folk games. Up to now, 125/126 communes and wards across the city have completed the grassroots Congress, only Cua Nam ward will organize the opening ceremony on November 7.

At the City level, this year's Games will feature 25 events, an increase of 3 events compared to the 10th Games (2022). The three new events include E-sports, Roller Sports and Dance Sports, all of which are modern and attractive to young people. These events will be held at venues with national and international standard infrastructure, such as Quan Ngua Stadium (Dance Sports, E-sports) and Royal City Shopping Center (Roller Sports) - places that served the 31st SEA Games.
Head of the Department of Sports Management (Hanoi Department of Culture and Sports) Dao Quoc Thang said that the scale, professional quality and spread of this year's Games are all outstanding. The number of athletes increased by about 15% compared to the previous Games, clearly reflecting the strong development of the mass sports movement. The organization has been well prepared, from the material conditions, competition equipment to the referee team meeting national and international standards, ensuring professionalism and fairness in the competitions. In addition, many units have applied information technology in management, scoring and communication, contributing to improving the transparency, accuracy and attractiveness of the competitions.
The 11th Capital Sports Congress is also an occasion to summarize the movement "All people exercise following the example of great Uncle Ho", at the same time strongly promote the movement "Sports for everyone" associated with the campaign "All people unite to build a cultural life". Thereby, the city aims to have over 50% of Hanoi's population regularly exercise by 2030, contributing to improving physical strength, increasing longevity and quality of life of the people.
“Not only is it a mass movement, the Congress also has the meaning of preparing a force of talented and potential young athletes to participate in the 10th National Sports Congress in 2026. This is an opportunity for localities to review, select and nurture sports talents, continuing to affirm the position of Hanoi - the leading locality in the country in sports movements as well as top sports achievements”, Mr. Dao Quoc Thang emphasized.
With the spirit of “Healthy to build and protect the Capital”, the 11th Capital Sports Festival in 2025 promises to become a great festival of the People, where the spirit of sports, the will to train and solidarity spread strongly. Hanoi is ready for a large-scale, modern and professional Congress, contributing to building the image of a “Cultural - Civilized - Modern Capital” not only in the cultural field but also in the sports movement.
