Attending the conference were Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; Deputy Head of the Steering Committee for Compiling the Military Dictionary and the Vietnam Military Encyclopedia; leaders and commanders of a number of agencies and units under the Ministry of National Defense .

The Vietnamese military encyclopedia includes 6 volumes: Military history; Military geography; Military engineering and logistics; Military politics and armed forces organization; Military art; General introduction.
Up to now, 3/6 sets of books have been published; the military dictionary system has over 40 works, actively contributing to combat training and scientific research in the Ministry of National Defense.
For the book Military Art, during the compilation process, the Standing Agency (now the Vietnam Institute of Defense Strategy and History) strictly followed the following procedures: Signing a contract to compile entries, illustrations (diagrams, photos), scientific editing, technical editing, specialized review (organized at military academies, schools, research institutes, military branches, and arms), interdisciplinary editing, scientific review, and overall editing. At the end of each stage, a council was organized to evaluate and accept the tasks, regularly supplement and update information, and complete the content of the entries.

The book Military Art includes 3 fields of knowledge: Military art, military politics and military figures, with 889 entries (746 entries on military art, 136 entries on military politics and 7 entries on military figures).
Concluding the conference, General Nguyen Tan Cuong requested the Standing Office to directly collect opinions at the conference, review the edited content, update and supplement entries suitable to reality, especially the development of military science and technology, new art of warfare; implementation of 2-level local government; new organization and staffing of military units... Regarding font size and presentation standards, it is necessary to ensure consistency among the 6 sets of books; at the same time, digitize the books for ease of reference.
General Nguyen Tan Cuong requested the Standing Office to coordinate with relevant agencies and units to focus on completing this year to publish volume 5 in 2026; at the same time, urgently complete volume 4 (Military Politics and Armed Forces Organization) and volume 6 (General Summary).
