Promote studying and following Uncle Ho's example, building a strong armed force of Military Region 1

Military Region 1 is an important strategic area for national defense and security in the Northeast of the Fatherland, a revolutionary base and the "Resistance Capital" during the resistance war against French colonialism. The Military Region's military area is widespread, with two provinces bordering China. Economic and social development is uneven, people's lives, especially in remote and border areas, are still facing many difficulties; religious activities and exploitation of religion are complicated. Meanwhile, the majority of officers and soldiers in the Military Region's armed forces are ethnic minorities, so they have their own cultural, lifestyle, and customs.

With that characteristic, the Party Committee and the Head of the Military Region 1 Command always determine that, in order to successfully complete the task, the leadership and direction to promote the study and follow of Ho Chi Minh's ideology, morality and lifestyle play a particularly important role. In recent years, the Standing Committee of the Party Committee and the Military Region Command have focused on leading and directing agencies and units to thoroughly grasp and seriously and creatively implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting the study and follow of Ho Chi Minh's ideology, morality and lifestyle; Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW, Resolution No. 847-NQ/QUTW dated December 28, 2021 of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting individualism in the new situation.

At the same time, concretize the resolutions, programs and annual plans of the Party Committee in conjunction with the implementation of the resolutions and conclusions of the Central Committee, especially Conclusion No. 21-KL/TW dated October 25, 2021 of the 13th Central Executive Committee on promoting Party building and rectification and the political system; resolutely prevent, repel and strictly handle cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation", closely following the characteristics, requirements and tasks of the agency and unit. At the same time, it is determined that this is a breakthrough, an important and regular task of Party Committees and Party organizations at all levels in implementing Directive No. 05-CT/TW, ensuring proactiveness, creativity and achieving practical results.

Party committees and commanders of agencies and units in the Military Region 1 have focused on implementing directives, conclusions and resolutions associated with the implementation of military and defense tasks, achieving many important results, with new and breakthrough developments. In particular, they have proactively advised and coordinated with local Party committees and authorities to lead, direct and build a strong national defense, a national defense posture associated with a solid people's security posture; built up the potential of defense areas; promptly supplemented and organized exercises on combat readiness plans during holidays, Tet and important events of the Party, State and Army. Focused on improving the quality of training and exercises to ensure the successful completion of tasks with absolute safety.

Along with that, the Military Region's armed forces have well organized a political activity on Party building and rectification and the political system with the theme "Self-reflection, self-correction"; a discussion on implementing "3 promotion, 5 opposition", a young officer discussion... associated with a activity and study of the work "Some theoretical and practical issues on socialism and the path to socialism in Vietnam"; organized a scientific discussion to thoroughly grasp the guiding ideology in the book "Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State increasingly clean and strong"... by the late General Secretary Nguyen Phu Trong in successfully carrying out the current military, defense and Fatherland protection tasks.

At the same time, organize activities and seminars on the content of "Raising awareness, mettle, and responsibility of soldiers towards themselves, their families, comrades, and units" in the Military Region's armed forces, thereby arousing and promoting the traditions of the nation, the Army, the unit, the homeland, the clan, and the family; promoting the nature and good traditions of revolutionary soldiers, building strong, comprehensive, "exemplary, typical" agencies and units.

Party committees and organizations at all levels in the Party Committee and the Military Region 1 have made many innovations and creations with specific, practical and effective contents, forms and measures in leading the implementation of Directive No. 05-CT/TW, Conclusion No. 01-KL/TW and Resolution No. 847-NQ/QUTW associated with Party building work; creatively applying Marxism-Leninism, Ho Chi Minh's thought, resolutions, directives and regulations of the Party into the practice of leading the implementation of political tasks of agencies and units; focusing on improving the leadership capacity and fighting strength of Party organizations and the work of educating, training and managing Party members; promoting the exemplary role of leading cadres at all levels, especially leaders. The contingent of cadres and Party members always take the lead in new and difficult tasks, helping people prevent and fight epidemics, natural disasters and fires. The vanguard spirit of the officers and soldiers of the Military Region's armed forces has continued to shine the image and noble qualities of Uncle Ho's soldiers in the new era.

In particular, the implementation of Directive No. 05-CT/TW, Conclusion No. 01-KL/TW and Resolution No. 847-NQ/QUTW in the Military Region 1 has seen many good models and creative approaches such as: "Party cell 4 good, 3 no" associated with the implementation of the solution "3 promote, 5 oppose"; "Uncle Ho's teachings on this day in history", "Stories in the company", "Letter from the 3rd Sao Vang Division", "Group of 3 people progressing together"... have helped raise political awareness, train moral qualities, love for comrades and teammates in each officer and soldier. In addition, the Steering Committee 35 of agencies and units has actively operated, with thousands of news, articles, videos, millions of shares and comments helping officers and soldiers clearly recognize the plots and tricks of propaganda, distortion and sabotage of hostile forces; thereby contributing to protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints; preventing "self-evolution" and "self-transformation" in agencies and units...

Promoting the achieved results, in the coming time, the Party Standing Committee and the Military Region 1 Command determined to focus on leading and directing agencies and units to continue to thoroughly grasp and seriously and effectively implement Directive No. 05-CT/TW, Conclusion No. 01-KL/TW, Directive No. 87-CT/QUTW and Resolution No. 847-NQ/QUTW to achieve comprehensive and solid results. In particular, Party committees and party organizations at all levels continue to thoroughly grasp the directives, conclusions and resolutions; concretize the main contents of Ho Chi Minh's ideology, ethics, style and the standards of Uncle Ho's soldiers in the new period, especially Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and party members in the new period, closely following the functions and tasks of each agency, unit and the responsibilities and tasks of each cadre and party member.

In addition, strengthen the leadership and direction of Party committees, political commissars, political officers, and commanders; promote the role, responsibility, and self-discipline of cadres and Party members, especially key cadres at all levels, according to the motto "above, below", "exemplary Party members before the masses". At the same time, promote the advisory and guidance role of political agencies and support units at all levels; make studying and following Uncle Ho truly enter the life and activities of the army, truly close to the army, so that the army "easily learns, easily follows" and "wants to learn, wants to follow". Effectively deploy good models, creative ways of doing things, suitable to reality; overcome the mentality of being afraid of difficulties, working half-heartedly, manifestations of achievement disease, individualism and other manifestations. Thereby, contributing to building revolutionary soldiers with steadfast political will, pure ethics, exemplary working style, meeting the requirements and tasks in the new situation.

The Party Committee and the Military Region 1 Command continue to promote the responsible role of mass organizations, actively fight against all manifestations of degradation in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the organization. Synchronously implement "building" and "fighting"; taking "building" as the basic, strategic, long-term task, "fighting" as the important, urgent task.

At the same time, take good care of the material and spiritual life of cadres and soldiers, and effectively and substantively implement grassroots democracy. Organize well dialogue activities, political and ideological activities, listen to the thoughts and aspirations of cadres and soldiers, and effectively implement the motto "listen to what the soldiers say, tell them so they understand, make them believe and follow".

Ensure full and timely regimes, policies and standards for officers and soldiers; harmoniously resolve relationships within the unit; implement publicity, transparency and fairness in considering promotions, salary increases, rewards and discipline. Along with that, continue to effectively carry out activities in the Army's rear, helping soldiers feel secure in their work and attached to the unit.
