Party and State leaders visit President Ho Chi Minh's mausoleum on the occasion of the 10th Session of the 15th National Assembly

This morning, October 20, right before the opening session of the 10th Session of the 15th National Assembly, General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, along with Party and State leaders and National Assembly deputies, visited the mausoleum of President Ho Chi Minh.

The delegation's wreath bears the inscription: "Forever grateful to the great President Ho Chi Minh ".

The Tenth Session, which opened this morning, is of special importance, being the regular session at the end of the year and also the last session of the 15th National Assembly. With the goal of completing the tasks of the term in the most complete way, at this Session, the National Assembly is expected to consider and decide on an exceptionally large volume of work, especially legislative work (with 53 draft laws and draft resolutions on legal norms), along with many fundamental contents to implement the goals and tasks of socio -economic development, national defense, security, foreign affairs, and social security .

With a high sense of responsibility, to best prepare for the Session, the Standing Committee of the National Assembly Party Committee organized Working with the Standing Committee of the Government Party Committee more than 1 month in advance; the Standing Committee of the National Assembly held a meeting with the Standing Government before the session to thoroughly discuss and agree on the content of preparations for the session.

The National Assembly Standing Committee has organized many meetings as soon as the submitting agency submitted the documents, thereby carefully and cautiously reviewing and commenting on the preparation of the session; promptly adding important and urgent draft laws and resolutions to the session agenda; clearly concluding on issues that need to be further improved for each content. At the same time, it has organized a conference of full-time National Assembly deputies. The 8th session is for National Assembly deputies to discuss and give comments, as a basis for agencies to complete one step before submitting to the National Assembly for 21 important draft laws.

Based on the records and documents prepared by the agencies, at this Session, the National Assembly will focus highly and spend more than 80% of the session's time on the work of perfecting institutions and laws, in which the National Assembly will consider and pass: 20 draft laws to comprehensively amend current laws; 16 draft laws amending and supplementing a number of articles in nearly 40 other laws; 13 new laws, regulating very topical issues such as: Law on Digital Transformation, Law on Artificial Intelligence, Law on E-Commerce, Law on Specialized Courts at the International Financial Center...; 4 resolutions on specific and special mechanisms and policies to implement Resolutions No. 59, 71, 72 of the Politburo and remove difficulties and obstacles in organizing the implementation of the Land Law.

The National Assembly will review and decide on adjustments to the National Master Plan; 3 national target programs (including 1 program integrated from 3 national target programs implemented in the previous period) ; evaluate the results of implementing 5-year plans on socio-economic development; restructuring the economy; medium-term public investment; national finance...; re-supervise the implementation of the National Assembly's resolutions on thematic supervision and questioning; conduct personnel work, summarize the term and give opinions on draft documents submitted to the 14th National Party Congress.

The contents and policies that the National Assembly will consider and decide at the 10th Session are all very important, many of which are difficult, new, and complicated, requiring comprehensive consideration and evaluation, with an open and creative mindset.

The successful organization of the Tenth Session is an important milestone, completely concluding the term of the 15th National Assembly, continuing to create more momentum and determination, effectively removing institutional bottlenecks, ensuring the stable, smooth and effective operation of the two-level local government; towards the 14th National Party Congress, at the same time, is an important preparation step for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.
