General Nguyen Tan Cuong: The entire army strictly maintains combat readiness and effectively advises on handling situations.

On the afternoon of October 28, General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army (VPA), Deputy Minister of National Defense chaired the October 2025 General Staff meeting.

Attending the conference were Deputy Chiefs of the General Staff of the Vietnam People's Army: Senior Lieutenant General Phung Si Tan; Senior Lieutenant General Nguyen Van Nghia and Major General Nguyen Ba Luc; and representatives of the functional agencies of the General Staff.

The report at the conference affirmed that in October 2025, the General Staff directed the entire army to strictly maintain combat readiness, closely monitor the situation, especially in key areas, promptly advise and effectively handle situations, and avoid being passive or surprised. Units promptly adjusted training plans to help localities overcome the consequences of storms No. 10 and No. 11; organized training, drills, competitions and sports events for subjects to ensure strict compliance with programs and plans.

In addition, the forces focus on patrolling, controlling, and preventing illegal exit on key border routes; intensifying monitoring of foreign vessels violating Vietnam's waters. Resolutely and persistently fighting, propagating, and preventing foreign vessels from violating and encroaching on Vietnam's waters, and protecting the safety of maritime economic activities. The activities of unmanned aircraft and other flying vehicles are strictly managed, handled effectively, and in accordance with regulations. At the same time, the work of controlling information in cyberspace is well implemented, ensuring timely communication, command, and direction for the entire army.

Concluding the conference, General Nguyen Tan Cuong commended the outstanding results in performing the tasks of the entire army units in the past time; requested the entire army to strictly maintain combat readiness, closely monitor the situation, especially in key areas; promptly advise and effectively handle situations, avoid being passive and surprised; coordinate to maintain security and order nationwide, ensuring security and safety for the 10th session of the 15th National Assembly .

The forces have increased patrols, control, and prevention of illegal entry and exit and sabotage activities by reactionary forces on the border and islands; focused on propaganda, chasing away, and preventing foreign ships from violating and encroaching on Vietnam's waters, protecting the safety of maritime economic activities; resolutely preventing, combating, and stopping illegal, unreported, and unregulated (IUU) fishing. Strictly manage unmanned aircraft and other flying vehicles, handle them promptly, effectively, and in accordance with regulations; strictly control information on cyberspace; ensure timely communication and key command and direction for the entire army.

Along with that, it is necessary to complete the organizational structure, define the functions, tasks, and working relationships of newly established agencies and units. It is necessary to focus on inspection, guidance, and timely resolution of arising issues, maintain the local military organization system to operate synchronously, smoothly, and effectively; organize training, exercises, competitions, and sports events for the subjects closely, according to the program and plan.

General Nguyen Tan Cuong noted that the General Staff should strengthen inspection and monitoring of tactical exercises and command exercises - agencies at both levels in the field have a part of air bullet firing. Strictly maintain the rescue and relief on-call regime at all levels, proactively grasp the situation, advise and propose timely and effective handling of natural disasters, floods, landslides, search and rescue, epidemics and environmental disasters.

In addition, the organization must grasp the electronic warfare situation in key areas and regions, be ready with forces and means to participate in handling situations when ordered; manage and grasp the situation in cyberspace, closely monitor important national, military and defense information systems, promptly detect and effectively handle situations. Focus on information security and network security throughout the army; firmly maintain the cryptographic technical system, transfer and receive command and direction contents to ensure confidentiality, accuracy and timeliness in all situations.

The Chief of the General Staff of the Vietnam People's Army also noted that it is necessary to continue to implement and improve the quality of activities and defense work in central and local ministries, branches; provide defense and security education for all subjects; closely organize the competition of good ships and the sports festival of the Standing Militia Squadron in 2025; at the same time, carry out practical and meaningful activities to celebrate Vietnam Teachers' Day; carry out defense diplomacy activities, international cooperation, and United Nations peacekeeping activities as planned.

On this occasion, authorized by the President, General Nguyen Tan Cuong awarded the Third Class Fatherland Protection Medal to Major General Nguyen Ba Luc, Deputy Chief of the General Staff of the Vietnam People's Army, for his outstanding achievements in training, combat readiness, building the People's Army, strengthening national defense, contributing to the cause of building socialism and defending the Fatherland.
