The delegation conducted inspections of various aspects of work at the Regional Defense Command (PTKV) 2-Quang Ninh (Quang Tri) and the Quang Tri Provincial Military Command. Through on-site inspections, the delegation assessed that in the first 10 months of 2025, amidst complex and volatile global, regional, and domestic situations, the implementation of the two-tiered local government model and the adjustment and reorganization of local military agencies presented many new challenges. However, the Party Committee and the Quang Tri Provincial Military Command demonstrated strong political resolve, leadership capacity, and effective management, maintaining overall stability, proactively overcoming difficulties, and successfully completing assigned tasks.

Notably, the Quang Tri Provincial Military Command consistently monitors the local situation, especially in border areas, coastal regions, and areas inhabited by religious and ethnic minorities; proactively advises the Provincial Party Committee and the Provincial People's Committee on leadership and direction in implementing local defense and military tasks; closely coordinates with other forces, effectively handles situations, and maintains political stability and social order; and advises the Provincial People's Committee on establishing Military Service Councils at all levels with the correct composition.

The political awareness, ideological fortitude, and responsibility of officers and soldiers have been enhanced; leading cadres at all levels have a firm grasp of their functions and duties in the new organizational context; and internal unity and solidarity have been maintained. The Emulation Movement for Victory and the work of disseminating and educating on traditions have been widely organized, creating a vibrant atmosphere of competition and contributing to motivating officers and soldiers to overcome difficulties and successfully complete their tasks. Concluding the inspection, Lieutenant General Truong Thien To acknowledged and commended the outstanding results achieved by the Quang Tri Provincial Military Command in the past period, especially the effective implementation of political and ideological work; and the proactive and diligent performance of tasks by agencies and units after mergers and reorganizations. Lieutenant General Truong Thien To emphasized that the global and domestic situation in the coming period continues to harbor complex and unpredictable factors; therefore, the Quang Tri Provincial Military Command needs to continue to thoroughly understand the resolutions and directives of all levels; provide sound advice to the Provincial Party Committee and the Provincial People's Committee in leading and directing the successful implementation of military and national defense tasks; and build a solid defense zone, suitable to the conditions and characteristics of the locality.

The Deputy Head of the General Political Department requested that the provincial armed forces focus on building a strong and widespread standing force and militia; conducting training and exercises closely aligned with real-world situations, ensuring high combat readiness and preventing passivity or surprise. Alongside this, they should continue to consolidate and enhance the leadership capacity and combat strength of grassroots Party organizations; and implement in-depth and effective Party and political work activities with the motto "wherever there are troops, there is Party and political work."

Along with that, Lieutenant General Truong Thien To requested the Quang Tri Provincial Military Command to focus on building a regular and disciplined force, ensuring safety in all activities, while effectively promoting the role of a "working army," strengthening practical and effective civilian outreach activities, closely connecting with the people, building a solid foundation of public support, and maintaining and improving the effectiveness of coordination between military forces, police, and local departments and agencies in carrying out tasks. In addition, better care should be given to the material and spiritual lives of officers and soldiers; building an environment of unity, compassion, and sharing to create motivation for completing tasks.

From now until the end of the year, the Deputy Head of the General Political Department requested the Party Committee and the Command of the Provincial Military Command to carefully study and develop a leadership resolution for 2026 that is practical and appropriate to the tasks; to organize a comprehensive review of Party work and political work, and to objectively and qualitatively evaluate emulation and commendation, as a basis for planning, training, deployment, and appointment of cadres in the coming period.
