Dak Lak is mobilizing all resources to respond to Typhoon No. 13 (Typhoon Kalmaegi). A ban on sea travel has been issued; people are being urgently evacuated from aquaculture areas.

Warning about storm developments and the risk of heavy rain, floods, and landslides.

According to updates from the Dak Lak Provincial Meteorological and Hydrological Station, Typhoon Kalmaegi (Typhoon No. 13) is developing in a complex manner and is gradually strengthening. From the morning of November 6th, the typhoon was at level 8-9, then increased to level 10-12, with winds near the center reaching level 12-14, gusting to level 17.

Coastal areas experienced waves 4-6m high, reaching 6-8m near the storm's center, resulting in extremely rough seas. Coastal areas of Dak Lak province experienced storm surge of 0.3-0.6m. Inland, from the afternoon of November 6th, coastal areas of Tuy Hoa, Dong Hoa, Son Hoa, Song Hinh, Song Cau, Tuy An, and Dong Xuan experienced strong winds of force 5-6, gradually increasing to force 7-9, with gusts of force 10-12. Further inland, including communes and wards from M'Drac to Ea Sup, winds reached force 5-6, with gusts of force 7-8.

The Dak Lak province area experienced heavy to very heavy rainfall, with widespread precipitation, specifically in the eastern part (Tuy Hoa, Son Hoa, Song Hinh, Tay Hoa, Phu Hoa, Dong Hoa, Tuy An, Dong Xuan, Song Cau) ranging from 200-300mm, and in some places exceeding 400mm per event. Water levels in rivers and streams throughout the province are close to alarm level 1 (AL1). Irrigation reservoirs have reached 80-90% of their designed capacity, and hydroelectric reservoirs are operating according to established procedures.

Dak Lak province issued a ban on sea travel from 6:00 AM on November 5th to ensure safety. According to a report from the Provincial Border Guard Command at 7:00 AM on November 6th, the entire province has 2,555 fishing vessels with 10,225 workers.

In the Truong Sa Archipelago area, 22 fishing vessels with 102 crew members are anchored to take shelter from the storm in the Truong Sa Special Zone, and 33 fishing vessels with 165 crew members are operating in the southern part of the Truong Sa Archipelago and the southern sea area (outside the storm's affected zone). The total number of aquaculture rafts and cages is 2,613 rafts and approximately 52,140 cages with 3,152 crew members, concentrated in Song Cau, Xuan Dai wards, and O Loan, Tuy An Nam, Hoa Xuan, and Xuan Loc communes.

Mr. Dao Quang Minh, Head of the Dak Lak Fisheries and Marine Affairs Sub-Department, said that all workers on cages and rafts have been informed about the development and movement of the storm. Units are urgently bringing all people ashore, and are determined not to leave anyone on cages, rafts, boats, or aquaculture areas. This work is expected to be completed before 12:00 PM on November 6th. As of now, the number of fishing vessels from Dak Lak province that have anchored at ports and harbors, and those operating at sea have moved out of the storm's affected area.

The spirit of "proactiveness from early on and from afar" and mobilization of forces.

The Dak Lak Provincial Party Committee and People's Committee have seriously implemented the response to Typhoon Kalmaegi with the motto "proactive from early on and from afar" with the most decisive spirit, anticipating the worst-case scenario, and deploying the highest level of preventive and response measures to ensure the absolute safety of people's lives. The Provincial Party Committee issued Official Document No. 163-CV/TU dated November 4, 2025, directing the response to Typhoon Kalmaegi, and the Provincial People's Committee issued two telegrams, Nos. 004 and 005 (dated November 4-5, 2025).

The Chairman of the Provincial People's Committee requested that the Party Secretaries and Chairmen of the People's Committees of communes and wards resolutely relocate and evacuate people, vehicles, and property from dangerous areas, especially coastal areas.

The Provincial People's Committee has established a forward command center to respond to Typhoon No. 13 and heavy rain (Decision No. 1901/QD-UBND dated November 5, 2025). In addition, the Department of Education and Training has issued a document allowing preschool children, students, and university students in coastal communes/wards to take time off from school from the afternoon of November 5th until the end of November 7th to ensure their safety.

Authorities have prepared the necessary equipment and facilities to implement the evacuation plan. Specifically, the Provincial Military Command has 3,867 officers, 34 vehicles, 60 specialized vehicles, and 34 boats ready in coastal and adjacent areas, and is prepared to mobilize an additional 3,240 officers in inland areas. The Provincial Police Department has mobilized 1,308 officers and soldiers for storms of level 9-10 with gusts up to level 12, and 1,526 officers and soldiers for storms of level 12-15. To ensure security and protect people's property during evacuation, a total of 382 officers and soldiers, along with various supplies and equipment, are available.

Departments, agencies, and localities are urgently implementing tasks according to the response plan, with completion expected before 12:00 PM on November 6th.
