Warning of storm developments and risks of floods and landslides
According to the update from the Dak Lak Province Hydrometeorological Station, storm Kalmaegi (storm No. 13) is having complicated developments and gradually getting stronger. From the morning of November 6, the storm was at level 8-9, then increased to level 10-12, the area near the storm's center was at level 12-14, gusting to level 17.

Coastal areas have waves 4-6m high, near the storm center 6-8m high, rough seas. Coastal areas of Dak Lak province have storm surges of 0.3-0.6m high. On land, from the afternoon of November 6, coastal areas of Tuy Hoa, Dong Hoa, Son Hoa, Song Hinh, Song Cau, Tuy An, Dong Xuan have strong winds of level 5-6, then gradually increasing to level 7-9, gusting to level 10-12. Deep inland, including communes and wards from M'Drak to Ea Sup have winds of level 5-6, gusting to level 7-8.
Dak Lak province has heavy to very heavy rain with widespread rainfall, specifically in the east (Tuy Hoa, Son Hoa, Song Hinh, Tay Hoa, Phu Hoa, Dong Hoa, Tuy An, Dong Xuan, Song Cau) from 200-300mm, some places over 400mm/period. Water levels on rivers and streams in the province are at approximately alarm level 1 (BĐ 1). Irrigation reservoirs are at 80-90% of their design capacity and hydroelectric reservoirs are following the process.
Dak Lak province has issued a ban on going to sea from 6am on November 5 to ensure safety. According to the report of the Provincial Border Guard Command at 7am on November 6, the whole province has 2,555 fishing boats with 10,225 workers.
In the Truong Sa archipelago waters, there are 22 fishing boats with 102 workers anchored to avoid the storm in Truong Sa Special Zone and 33 fishing boats with 165 workers operating in the southern area of Truong Sa archipelago and the southern sea (outside the storm's affected area). The total number of rafts and cages for aquaculture is 2,613 rafts, about 52,140 cages with 3,152 workers, concentrated in Song Cau ward, Xuan Dai, O Loan commune, Tuy An Nam, Hoa Xuan, Xuan Loc.

Mr. Dao Quang Minh, Head of the Dak Lak Fisheries and Seas Department, said that all workers on cages and rafts have been informed about the storm's developments and direction. The units are urgently bringing all people ashore, and are determined not to let people stay on cages, rafts, boats and aquaculture areas. This work is expected to be completed before 12 o'clock on November 6. Up to now, the number of fishing boats in Dak Lak province has anchored at ports and yards and the number of fishing boats operating at sea has moved out of the storm's affected area.
The spirit of "proactive early and from afar" and mobilizing forces
The Provincial Party Committee and the People's Committee of Dak Lak province have seriously responded to storm Kalmaegi with the motto "proactively from early on, from afar" with the most determined spirit, anticipating the worst scenario, implementing the highest level of prevention, avoidance and response measures to ensure absolute safety for people's lives. The Provincial Party Committee issued Official Dispatch No. 163-CV/TU dated November 4, 2025 directing the response to storm Kalmaegi and the Provincial People's Committee issued 2 Official Dispatches No. 004 and 005 (November 4-5, 2025).
The Chairman of the Provincial People's Committee requested the Secretary and Chairman of the People's Committee of communes and wards to resolutely evacuate people, vehicles and property from dangerous areas, especially coastal areas.
The Provincial People's Committee has established a forward command post to respond to storm No. 13 and heavy rain (Decision No. 1901/QD-UBND dated November 5, 2025). In addition, the Department of Education and Training has issued a document requiring preschool children, pupils and students in coastal communes/wards to stay home from school from the afternoon of November 5 to the end of November 7 to ensure safety.
The functional forces have prepared means and facilities to deploy the evacuation plan. Specifically, the Provincial Military Command has prepared 3,867 officers, 34 cars, 60 special vehicles, 34 canoes in coastal and adjacent areas and is ready to mobilize an additional 3,240 officers in inland areas. The Provincial Police will mobilize 1,308 officers and soldiers in the event of a level 9-10 storm, with gusts of level 12; and 1,526 officers and soldiers in the event of a level 12-15 storm. To ensure security and order, and protect people's property during evacuation, there are a total of 382 officers and soldiers along with many other supplies and equipment.
Departments, branches and localities are urgently implementing work according to the response plan, expected to be completed before 12 noon on November 6.
