Faced with the complicated developments of storm No. 13 (Kalmaegi), on November 5, the People's Committee of Dak Lak province decided to establish a forward command post to respond to storm No. 13 and heavy rain caused by the storm at the headquarters of the Provincial People's Committee, Base 2, Tuy Hoa ward.

The Forward Command Center is commanded by Chairman of the Dak Lak Provincial People's Committee Ta Anh Tuan; 3 Deputy Commanders including: Comrade Nguyen Thien Van, Vice Chairman of the Provincial People's Committee as Permanent Deputy Commander; Dao My, Vice Chairman of the Provincial People's Committee and Comrade Nguyen Minh Huan, Director of the Department of Agriculture and Environment as Deputy Commanders, together with 27 members who are leaders of departments, agencies of the province and Chairmen of the People's Committees of 12 coastal communes and wards.

Also on November 5, the Chairman of the Dak Lak Provincial People's Committee continued to issue Official Dispatch No. 005/CD-UBND on urgently implementing a response plan to storm No. 13 and heavy rain and floods in Dak Lak province.

The Chairman of the People's Committee of Dak Lak province requested departments, branches, units and localities to continue to seriously implement the direction of the Provincial Party Committee and the Provincial People's Committee on response plans to storm No. 13 and floods in the province with the motto " proactive from early, from afar "; with the most determined spirit, anticipating the worst scenario, implementing preventive and response measures at the highest level to ensure absolute safety for people's lives, limit damage to people's and State's property, not to be passive or surprised in any situation.

Heads of agencies, units and localities must urgently and seriously deploy measures to ensure safety for vessels and activities at sea, check and count vessels and vehicles; notify and guide safe shelters, organize arrangements and anchoring to limit damage at anchorages.

People in coastal communes of Dak Lak province brought seafood cages ashore to avoid damage.

Proactively evacuate people in dangerous areas, especially on boats, rafts, aquaculture huts, coastal areas, river mouths at risk of being destroyed by waves, deep flooding, unsafe houses, areas at risk of landslides, flash floods.

Implement plans to prevent and combat flooding in urban areas and protect agricultural production, especially aquaculture. Protect houses, warehouses, headquarters, and constructions. Control and guide safe traffic in areas at risk of deep flooding and fast-flowing water.

Inspect, review, and deploy reinforcement measures to ensure the safety of dykes, sea dykes, river mouths, irrigation and hydroelectric reservoirs at risk of being unsafe, and unfinished construction works...

Postpone non-urgent meetings that are not related to storm and flood prevention and control until the storm has passed. Proactively organize and focus on organizing inspections, urging, and directing response work in the locality.

The Secretaries and Chairmen of the People's Committees of communes and wards shall inspect, review, and resolutely evacuate people, vehicles, and assets from dangerous areas, especially coastal areas and areas at risk of landslides and flooding, to ensure the safety of people's lives and property and the State. The completion time must be before 4:00 p.m. on November 6 ; at the same time, ensure food and essential needs at the evacuation site.

Coastal and estuary localities shall direct the implementation of measures to ensure the safety of people and property of coastal residents and tourists . Instruct ships and boats that have come ashore or entered storm shelters in the area to arrange for safe and secure anchorage; guide the movement and reinforcement of aquaculture cages and rafts to ensure the safety. Resolutely do not let people stay on rafts, boats and aquaculture areas. Completion time is before 5:00 p.m. on November 6.

Organize inspections and reviews of residential areas in low-lying areas, areas at high risk of flash floods, landslides, underground roads, overflows... and implement warning measures so that people know, proactively prevent and limit travel.

Agencies and units managing reservoirs, irrigation and hydropower must ensure safety for works and downstream areas of irrigation and hydropower reservoirs when releasing floodwater.

To respond to storm No. 13, on November 5, Military Region 5 established the Command Center for Natural Disaster Prevention, Control, Search and Rescue in Dak Lak province.
