Lam Dong requires disbursement of public investment capital to be substantial and effective.

On November 5, comrade Le Trong Yen, member of the Provincial Party Standing Committee, Permanent Vice Chairman of Lam Dong Provincial People's Committee, chaired the meeting of Working Group No. 1 to speed up the disbursement of public investment projects in the western region of the province.

Comrade Le Trong Yen, Standing Committee Member, Permanent Vice Chairman of Lam Dong Provincial People's Committee, proposed to strengthen spirit and responsibility to speed up the progress of public investment projects.

According to the report of Construction Investment Project Management Board No. 3 (Board 3), Working Group No. 1 was assigned to supervise the progress of 20 projects invested by Board 3 and 6 regional Management Boards, of which Board 3 is in charge of 11 projects, and regional boards carry out 9 projects.

Implementing the direction of the Provincial People's Committee, Committee 3 has requested the regional committees to review, develop implementation plans and detailed disbursement progress for each project by week and month. However, the volume and value of disbursement in September and October are still slower than committed.

The Director of Construction Investment Project Management Board No. 3 said that he has completed the human resources of the regional boards and has a detailed work plan to urge progress.

The total capital plan for 2025 for the above 20 projects is 2,486,646 billion VND, including 1,509,095 billion VND from the central budget; 733,551 billion VND from the local budget and 244 billion VND from ODA capital. Accumulated to date, the disbursement value has reached 373,752 billion VND, equivalent to 15% of the capital plan for 2025.

The leader of the Dak Mil Regional Project Management Board said that the board has had some stronger solutions for the contractor to speed up the progress.

Some of the main reasons for the slow disbursement progress are problems in site clearance, ineffective propaganda and mobilization of people, along with difficulties in completing procedures for measurement, declaration and counting, confirming the origin of land use and determining specific land prices.

The leaders of the Department of Finance said that investors need to show a higher sense of responsibility in speeding up disbursement progress, especially in terms of specific progress commitments.

At the conference, representatives of some regional and local boards also raised difficulties and problems such as large workload, limited staff, some contractors lacking a sense of responsibility, and coordination between units that is sometimes not really effective.

The leader of Bac Gia Nghia ward said that the workload in this field is large while the limited human resources affect the work progress.

Concluding the meeting, Standing Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen requested Committee 3, regional committees, Land Fund Development Center and localities to uphold the sense of responsibility, increase coordination efficiency and flexibility in implementing specific plans.

At the same time, he requested that Board 3 strengthen the supervision and inspection of the capacity of construction contractors; contractors who do not ensure the progress and volume of work need to be reviewed, re-evaluated in capacity and replaced when necessary. For projects that have completed the inventory work, he requested flexible advance funding to clear the site according to regulations and fully and promptly implement policies for the people.
