In response to information from a Vietnam News Agency reporter about the shortcomings and difficulties of the Central Highlands General Hospital project, Mr. Truong Cong Thai, Vice Chairman of the Dak Lak Provincial People's Committee, has just signed an official dispatch to the Vietnam News Agency (VNA) Resident Office in Dak Lak Province regarding how to handle this issue.
According to official dispatch No. 07016/ UBND-CNXD, dated October 31, the People's Committee of Dak Lak province confirmed that the reflections of the Vietnam News Agency's Resident Office in Dak Lak province about the Central Highlands General Hospital project having been completed and put into use for many years but up to now the final settlement work has not been completed are correct.
The province has determined that this is a long-standing issue that has lasted for many periods. The main reason for the delay in settlement is that some legal documents and papers related to the project implementation process are incomplete or lost. There are problems and disagreements in determining the arising volume between the investor, the contractor and the consulting unit.
Besides, it is due to some shortcomings in the management and handover of documents of the Project Management Board and the Department of Health (investor) over the periods.
After the VNA reporter informed that in order to completely resolve the difficulties and problems related to this issue, at the end of October 2025, the Dak Lak Provincial People's Committee assigned the Provincial Inspectorate to carry out the inspection of the Central Highlands General Hospital project according to regulations.
The inspection will clarify the violations, wrongdoings and shortcomings of relevant individuals and groups, on that basis, responsibilities will be handled according to regulations, speed up the project completion settlement, and at the same time thoroughly overcome current difficulties and problems, in order to improve the quality of people's health examinations.
Dak Lak Department of Health has also invited contractors to work to reconfirm the volume and figures of unapproved bid packages for the Central Highlands General Hospital project.
Previously, as reported by VNA reporter on September 17, the Central Highlands General Hospital with 1,200 beds started construction in 2010 with a total investment of nearly VND1,100 billion.
The project was invested by Dak Lak Department of Health and completed and put into use from the end of February 2019.
However, up to now, after more than 6 years of being put into use, the hospital has not been granted an official operating license because the project has not completed settlement.
This situation forced the hospital to use a temporary operating license, which has been renewed several times.
In addition, the hospital has not completed legal procedures on the environment due to lack of environmental impact assessment reports and many related records and papers.
Besides, because many hospital construction items have not yet completed settlement, there is not enough basis to determine that they are state assets formed from the project.
This situation makes it impossible to have a legal basis for repairing, renovating, adjusting and adding items to meet people's needs for medical examination and treatment./.
