Dakrong does a good job of supporting community reintegration.

In recent times, the authorities in Dakrong district have closely coordinated in managing, educating and supervising people serving sentences, while implementing many measures to support community reintegration, helping people who have completed their prison sentences to stabilize their lives and develop their economies. Thanks to that, violations during the execution of sentences and community reintegration have been limited, contributing to ensuring political security and social order and safety in the locality.

Dakrong is a mountainous border district with complex terrain and difficult transportation, hindering the management and supervision of people serving sentences and supporting community reintegration. The population is mainly ethnic minorities, legal awareness is limited, and some people still have a stigmatizing mentality, making the reintegration process difficult. The rate of poor and near-poor households is still high, so job creation and livelihood support for people who have completed their prison sentences have not met actual needs, increasing the risk of recidivism.

In addition, the district has 60 km of border with Laos, including La Lay International Border Gate and Coc Secondary Border Gate, along with National Highway 9 connecting Laos to Dong Ha City, which poses a potential risk of drug crimes, smuggling, illegal entry and exit, affecting management, education, and helping people who have completed their prison sentences to reintegrate into the community.

The district currently has 30 subjects serving criminal sentences in the community (convicts with suspended sentences); the number of people who have completed their prison sentences and returned to their locality to reintegrate into the community is 54 people.

To effectively carry out the work of criminal sentence execution and community reintegration, the District People's Committee assigned the District Police (now transferring the task to the police of communes and towns after dissolution) to strengthen monitoring and management of people who have completed their prison sentences and returned to their localities, proactively grasp the situation, promptly detect and handle arising issues related to security and order.

At the same time, coordinate with organizations and unions to provide psychological support, career orientation and create favorable conditions to help people serving suspended sentences and people who have completed their prison sentences return to their localities.

The work of propagating, disseminating and educating the law, mobilizing people to comply with the law on criminal judgment execution and community reintegration is directed by the District People's Committee to units and localities to regularly and continuously deploy; integrated into legal propaganda sessions and public meetings to raise people's awareness, help them understand the rights and obligations of people serving sentences, thereby creating favorable conditions for management, supervision and support for reintegration.

The propaganda content focuses on legal regulations on criminal judgment execution, policies to support people who have completed their prison sentences, their rights and responsibilities when reintegrating into the community; the significance of creating conditions for them to stabilize their lives, avoid stigma and discrimination; promoting the role of the community in monitoring, motivating and supporting subjects to have opportunities to develop themselves, find jobs, access social security policies to prevent recidivism and violations of the law.

Thanks to that, people's legal awareness has been gradually improved, helping to reduce discrimination, creating a favorable environment for those who have completed their prison sentences to have the opportunity to stabilize their lives. Particularly, from January 2023 to February 2025, the district has integrated propaganda 12 times/12 villages of communes and towns.

In order to organize activities of consulting, legal support, vocational training, job creation, helping ex-offenders gradually reintegrate, avoid stigma and discrimination, contribute to maintaining security and order and developing the local socio-economy, the District People's Committee directed the District Police (old) to build a model of "Helping ex-offenders who have completed their prison sentences and returned to their locality to reintegrate into the community" in the town of Krong Klang.

The People's Committees of communes and towns have directed the commune police to strengthen the work of grasping the situation, closely monitoring subjects serving suspended sentences to ensure compliance with legal regulations, promptly detecting and preventing violations.

Commune-level People's Committees, agencies, unions and social organizations in the district effectively carry out the work of receiving, managing, supervising, educating and helping people who have completed their prison sentences when they return to their place of residence, creating conditions for them to stabilize their lives, comply with the law, and integrate into the community. At the same time, there are measures to support them with legal advice, vocational training, job referrals, helping them avoid recidivism and law violations, and become useful citizens to society.

The District Social Policy Bank has also created conditions for people to access preferential loans to develop production, including those who have completed their prison sentences. As a result, 3 subjects were able to borrow capital with a total amount of 200 million VND. Through these capital sources, the subjects have had the conditions to develop their economy, gradually stabilize their lives, contribute to increasing income, reducing poverty and reintegrating into the community.

In addition to the achieved results, the work of supporting community reintegration in Dakrong district still faces some difficulties such as: large area, scattered population; some subjects who have completed their prison sentences are still hesitant, not proactive in coordinating, causing difficulties in monitoring, educating and helping with reintegration.

The district's socio-economic conditions are still facing many difficulties, the number of businesses is small, employment opportunities are limited, and discrimination affects the process of reintegration into the community. Currently, after the District Police Department was dissolved, the transfer of data has not been fully implemented, leading to difficulties in synthesizing information and verifying documents...

To better support community reintegration in the locality, the Dakrong District People's Committee proposed that the Provincial Police direct the police of communes and towns to closely coordinate with agencies and organizations in managing and educating people serving suspended sentences, ensuring compliance with legal regulations.

Advise competent authorities to organize career guidance programs, support loans, and create jobs for people who have completed their prison sentences. At the same time, promote propaganda to raise awareness so that people do not discriminate, creating conditions for them to stabilize their lives.
