Fully simulates real-life situations
According to the plan of the Provincial Party Committee, from June 16-20, Binh Kien ward and Phu Hoa 1 commune were selected as localities to pilot the operation of Party, State, Fatherland Front and socio- political organizations; at the same time, pilot operation for 4 positions: Party Committee Secretary, Chairman of People's Council, Chairman of People's Committee, Chairman of Fatherland Front Committee at commune level.
Present at the headquarters of the People's Committee of Binh Kien commune, where the working headquarters of the Binh Kien ward government block is expected to be located after the merger, during the first 2 days of the trial operation of the new commune-level apparatus, we saw that the preparation of facilities and working equipment for the new ward to operate had been completed. The meeting of the Standing Committee of the Ward Party Committee, the first meeting of the Executive Committee of the Ward Party Committee, and the meeting of the Ward Fatherland Front Committee were held in accordance with the prepared plan. In parallel with the simulated operation, at the Commune One-Stop Department, the activities of handling administrative procedures (TTHC) for people still took place normally. Mr. Pham Van Hoang, Chairman of the People's Committee of Binh Kien commune, said that during the time of reorganizing the administrative apparatus, the locality still received and handled administrative procedures for people and businesses normally, smoothly, seamlessly and effectively, without any interruption.
The trial operation of the new commune-level apparatus aims to ensure the unified direction of the Politburo , the Secretariat, and the Government on the principles of decentralization, delegation of power, and assignment of authority when operating the two-level local government organization model; implementing the motto "Local decision, local action, local responsibility". This is also a period of equipping knowledge and skills for commune-level cadres and civil servants.
In Phu Hoa 1 commune, in the first 2 days of trial operation of the new apparatus, the commune held a conference to disseminate and deploy contents related to the trial operation of the Party, State, Fatherland Front and new commune-level socio-political organizations for commune cadres, civil servants and public employees; organized and operated conferences of the Standing Committee of the Commune Party Committee, the first conference of the Commune Party Executive Committee, the first session of the Commune People's Council, the first session of the Commune People's Committee, and the conference of the Standing Committee of the Commune Fatherland Front Committee.
Ms. Huynh Thi Son, Standing Deputy Secretary of Phu Hoa District Party Committee, was assigned as Secretary of Phu Hoa 1 Commune Party Committee according to the assumed personnel framework, said: During the trial operation, we have carefully prepared the conditions of equipment and personnel to organize conferences in the right order, fully simulate practical situations, ensure the ability to operate quickly, respond flexibly, practically and avoid formality. After conducting the trial in Phu Hoa 1 Commune, the locality will hold a meeting to review experiences on June 20 and continue the trial operation in Phu Hoa 2 Commune from June 23-26.
Review the entire operating system before conversion
Mr. Nguyen Le Vi Phuc, Chairman of Dong Hoa Town People's Committee, was assigned to be Secretary of Binh Kien Ward Party Committee according to the assumed personnel framework, said: We have prepared ourselves mentally and psychologically; clearly defined the roles and responsibilities of the locality in the process of implementing the trial operation of the new commune-level apparatus. The highest goal is to assess the reality and perfect the steps in the process of organizing, operating, and resolving administrative procedures at the ward, building a professional administration, close to the people, serving the people. During the trial operation, we strictly followed the province's instructions, promptly reported any arising issues; thereby ensuring that when the model officially goes into operation from July 1, it will be smooth and effective.
Comrade Bui Thanh Toan, Member of the Provincial Party Standing Committee, Secretary of Tuy Hoa City Party Committee, said: During the trial operation of Party, State, Fatherland Front and socio-political organizations in Binh Kien Ward, the City Party Committee boldly built two scenarios, one for the People's Committee and one for the Ward Party Committee to handle. These scenarios are all very realistic, closely linked to local realities and the current context. The city will hold a meeting to review experiences on June 22 so that the two-level local government can operate effectively from July 1.
According to Comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, in addition to Binh Kien ward and Phu Hoa 1 commune, the Provincial Party Committee encourages districts, towns and cities to select new commune-level administrative units for trial operation in places that have carefully prepared and fully met the necessary conditions. The process of operating the trial apparatus must ensure the unified direction of the Politburo, the Secretariat and the Government on the principle of decentralization and delegation of power when organizing the trial operation of new commune-level Party, State, Fatherland Front and socio-political organizations. Provincial departments and branches, according to their assigned functions and tasks, proactively provide professional and technical guidance to commune-level agencies; promptly resolve difficulties and problems in the process of organizing the trial operation.
“The time of transferring the workload is very busy, many problems arise. The staff needs to be mentally prepared, not subjective, fully aware of the responsibilities as well as the difficult challenges, prepare knowledge, methods, and full information so that the apparatus can operate best when officially put into operation”, Comrade Cao Thi Hoa An emphasized.
