Fixing the broken sewage pipe in Vinh City

Previously, on October 9, the Natural Resources and Environment Newspaper published an article titled “It is necessary to promptly fix the problem of the broken wastewater pipe in Vinh City”. The article reported that for about a month now, the wastewater pipe in Vinh City, passing through Phong Dang hamlet, Hung Hoa commune, has had an accident and broken. As a result, wastewater flows everywhere and gives off a strong stench. Right at the point where the wastewater pipe broke, the roadbed has also sunk into a large hole about half a mat wide, and people have had to temporarily use tree branches and many wooden boards to warn passersby of the danger.

The sewage pipe burst incident in Phong Dang hamlet, Hung Hoa commune lasted for months.

In addition, the black wastewater also flows into the village road and overflows into the communal concrete ditch of the village and flows straight into a large ditch not far from the Phong Dang village cultural house, causing this ditch to also turn black. A rice field located next to this area is flooded with black water due to the water source from this broken pipe. The incident happened a long time ago but the responsible parties have not repaired it, causing the people of Phong Dang and Khanh Hau villages, Hung Hoa commune to be extremely upset.

Regarding the above incident, on September 27, 2023, Vinh City People's Committee issued Document No. 5374/UBND-QLDT on assigning the task of resolving the damage to the wastewater pipeline in Trung Do Ward and Hung Hoa Commune. Accordingly, Vinh City People's Committee received Report No. 59/CV-HTV dated September 21, 2023 from Vinh Urban Infrastructure Management and Development Joint Stock Company on the wastewater leakage incident due to a broken pipeline in Hung Hoa Commune.

The incident caused a large amount of wastewater to flow out, polluting the environment and affecting the surrounding people.

Vinh City People's Committee also assigned the Vinh City Construction Investment Project Management Board to hire a qualified consulting unit to prepare a plan to repair and fix the damage to the wastewater pressure pipeline. Organize inspection, carefully review the repair and fix plan and complete the dossier to submit to the Urban Management Department for appraisal and Vinh City People's Committee for approval (to be completed before October 12, 2023).

Vinh City People's Committee also assigned Vinh Urban Infrastructure Management and Development Joint Stock Company to take temporary measures to minimize wastewater discharged into the environment during the time of repair. At the same time, assigned the departments: Urban Management, Finance - Planning, to coordinate and guide the Vinh City Construction Investment Project Management Board and related units to implement to ensure progress and quality... However, the problem has not been resolved and has been dragging on for a long time.

It was not until October 9 that Vinh City People's Committee issued Document No. 5594/UBND-QLDT on repairing damaged wastewater pipelines in Trung Do ward and Hung Hoa commune.

On October 11, Vinh Urban Infrastructure Management and Development Joint Stock Company brought machinery to the scene to begin troubleshooting.

Accordingly, the City People's Committee assigned the Vinh City Construction Investment Project Management Board to: Select and direct the consulting unit to research, determine appropriate construction methods and supervise the implementation of Vinh Urban Infrastructure Management and Development Joint Stock Company to ensure technical and quality requirements; urgently review and complete the dossier to submit to the Urban Management Department for appraisal and the City People's Committee for approval before October 13, 2023.

The City People's Committee also assigned Vinh Urban Infrastructure Management and Development Joint Stock Company, based on the contract and documents, to promptly organize the repair of damaged pipelines; complete and report to the Vinh City Construction Investment Project Management Board before October 25, 2023. At the same time, assigned relevant functional departments to coordinate and guide relevant units to implement to ensure progress and quality.

The underground fault point has been identified for repair.

After preparing materials and machinery. On the morning of October 11, Vinh Urban Infrastructure Management and Development Joint Stock Company began organizing machinery and human resources to repair the damaged point.

Mr. Vo Tuan Anh - Deputy Director of Vinh Urban Infrastructure Management and Development Joint Stock Company, said that the unit will try to handle the incident before October 13 to hand over and pump and operate the wastewater treatment system, ensuring the environment in the coming time.
