In the face of the inevitable trend of comprehensive digital transformation of the socio-economic sector, Quang Tri province faces many challenges in management and operation that need to be overcome, including the requirement to improve the quality of the team of leaders, managers; cadres, civil servants and public employees to meet the requirements of tasks in the new situation. This is a key task to train a team of cadres capable of applying digital transformation.

Improving the quality of staff - an urgent requirement

In the development process, along with the potential and advantages of natural conditions, the situation of security, order and social safety is guaranteed, the capacity and ethics of the staff are decisive, the key factor to promote the socio-economic development of the province. Therefore, local Party committees and authorities always determine to continuously improve the quality of the staff in a comprehensive manner. In recent years, the province has promoted training and fostering to improve the qualifications of staff, civil servants and public employees.

During the 2020-2024 period, the province organized about 3,500 training and development courses for officials, including training on digital transformation and administrative reform, and more than 85% of leaders were trained in these contents. However, the level of grassroots officials, especially in remote areas, still has many concerns, especially in the field of information technology.

In order to improve the "gaps" in the qualifications of grassroots cadres, especially improving the ability to receive knowledge about digital transformation and artificial intelligence, Quang Tri has implemented many solutions to continuously update new knowledge for cadres, civil servants and public employees.

The province has invested heavily in applying technology in training and fostering cadres. From 2022 to present, more than 80% of courses in the province have been organized online, combining online with direct learning to expand learning opportunities for cadres in remote areas, helping more than 4,000 cadres access new knowledge through online training.

Applying digital transformation in staff training

In recent years, the province has promoted the application of technology in the training and development of cadres, creating breakthroughs in improving the quality and quantity of trained cadres. The province has effectively deployed a digital learning management platform, synchronously connecting with training facilities. The application of digital transformation in training helps cadres, especially in remote areas, to access courses flexibly, not only saving time and reducing learning costs but also expanding learning opportunities for cadres in all regions.

In online training, in recent years, the province has integrated technology into the training management process built on a Big Data platform, helping to comprehensively monitor the learning process and learning outcomes of each student.

From there, it is possible to specifically evaluate the training quality of each training class or each individual trainee. Thereby, promoting the initiative and creativity of staff and adjusting training content to suit actual needs.

However, online training in the province still faces difficulties such as: weak information technology infrastructure in remote areas; the self-learning spirit of some cadres is not high, there is still a fear of change, not fully aware of the importance of applying technology, leading to coping learning; limited funding makes it difficult to invite lecturers and experts from the central government and prestigious international training and development institutions. Some truly talented cadres are reluctant to work in the province...

Directions for the future

Training, fostering and applying digital transformation have brought the province positive results in improving the qualifications of cadres, civil servants and public employees. However, in the coming time, facing the urgent requirements of the digital transformation process, the province will face many challenges, so the province has proposed breakthrough solutions.

That is, increase investment in information technology infrastructure in localities with difficulties in this field. Develop policies to attract talents from other places to work in the province and stay in the locality for a long time, such as housing support, appropriate allowances, etc.

Promote international cooperation and regional linkages, expand cooperation with prestigious international organizations and leading domestic universities to organize high-quality courses. At the same time, develop a team of lecturers to train and develop local staff so that they not only do training but also guide staff to apply knowledge to local practices.

Currently, along with the whole country, Quang Tri is implementing the work of streamlining, arranging, and screening the staff, selecting and building a team of qualified staff to meet the requirements of the tasks in the new situation. This selection and arrangement is a challenge, but also an opportunity for many qualified and talented staff to master technology, quickly acquire knowledge to not only perfect their own abilities but also contribute their talents to serve their homeland.

With the determination to innovate, focus on investing in technology to implement digital transformation along with a methodical investment strategy in training staff, Quang Tri province will have a strong enough human resource to meet the requirements of the task and lead sustainable development in the locality.
