The People's Committee of Son La province has just sent an official dispatch to the Prime Minister regarding investment in expanding the Hoa Binh - Moc Chau expressway, the section in Son La province, from a 2-lane expressway to a 4-lane one.
Accordingly, the People's Committee of Son La province proposed that the Prime Minister, the Ministry of Finance and the Ministry of Construction consider assigning the People's Committee of Son La province to be the competent authority to invest in expanding the Hoa Binh - Moc Chau expressway, the section in Son La province, to a scale of 4 lanes, complete according to the approved planning.
The Ministry of Construction and the Ministry of Finance coordinate to pay attention and balance capital from the Central Budget of about 5,000 billion VND to implement investment in expanding the route from a 2-lane highway to a 4-lane highway according to the planning in the period of 2026-2030.
“The People's Committee of Son La province commits to closely coordinate with relevant agencies and organizations in the process of investment preparation and implementation of the Project,” the official dispatch of the People's Committee of Son La province stated.
The Hoa Binh - Moc Chau expressway, a section in Son La province with a length of 32.3 km, was approved by the Prime Minister for planning as a 4-lane expressway.
In order to promote socio-economic development in Son La province, gradually deploy the construction of a road suitable to resource conditions in the period of 2021-2025, in July 2023, the Government leaders assigned the People's Committee of Son La province to carry out the task of preparing investment in the Hoa Binh - Moc Chau expressway, the section in Son La province with a scale of 2 lanes, the clearance area according to the scale of 4 lanes.
The Prime Minister assigned the People's Committee of Son La province to be the project investment management agency in Decision No. 216/QD-TTg dated March 2, 2024. After that, the project was approved by the People's Council of Son La province in the investment policy in Resolution No. 299/NQ-HDND dated March 10, 2024; the Chairman of the Provincial People's Committee approved the Feasibility Study Report / 33 component projects.
On May 18, 2025, the People's Committee of Son La province held a groundbreaking ceremony for the Hoa Binh - Moc Chau Expressway Construction Project, the section in Son La province, striving to complete and put into operation in 2028.
According to the proposal of the People's Committee of Son La province, the upgrading and expansion of the Hoa Binh - Moc Chau expressway, the section in Son La province, is based on the expressway that has been approved for investment by the People's Council of Son La province in Resolution No. 299/NQ-HDND dated March 10, 2024 with a scale of 2 lanes.
The total investment of the Project (after adjustment) is expected to be 9,938 billion VND, of which the total investment in the ongoing phase is 4,938 billion VND; the total proposed additional investment to expand the scale from 2 lanes to 4 lanes is 5,000 billion VND, mobilized from the Central Budget. The project implementation period is from 2023 to 2028.
