
On the afternoon of November 13th, the People's Committee of Hai Duong City held a conference to address difficulties and obstacles in the land clearance process for the project to renovate and expand Vu Cong Dan road, the section passing through Tu Thong area.
Speaking at the conference, Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, requested the Hai Duong City People's Committee to immediately review the land ownership to promptly develop a compensation and support plan for the people.
To expedite the land clearance process, the Standing Vice Chairman of the Provincial People's Committee noted that when determining the origin of land, compensation and support plans should be developed immediately.
The construction contractor needs to prepare the necessary equipment and machinery to expedite progress once the site is cleared.
People whose land is subject to expropriation and clearance need to cooperate and agree with the local authorities during the implementation process.

The Vu Cong Dan road renovation and expansion project has a total investment of 1,042 billion VND, with a length of over 1.6 km and a width of 33 m.
To implement this project, Hai Duong City must reclaim more than 5.2 hectares of land.
The project is divided into two land clearance phases. Hai Duong City has completed land clearance for phase 1, handing over 1.15 km of road to the construction unit; land clearance for phase 2, passing through Tu Thong area, is currently underway, spanning 467 m.

According to a report by the People's Committee of Hai Duong City, to clear the land for Route 2, more than 1.5 hectares of land belonging to 68 households and public land, including land for transportation and irrigation, managed by the People's Committee of Tu Minh Ward, need to be reclaimed.
The land clearance process encountered several obstacles. This was due to the application of the 2013 Land Law during Phase 1 of the project. However, Phase 2, implemented under the 2024 Land Law, no longer included the same support policies as in Phase 1.
