Right in the first Platform of the Party drafted by leader Nguyen Ai Quoc and discussed and approved by the Party's founding conference (February 1930). Although the Platform was short, only 282 words, it had one emphasized content: Gender equality.
Throughout history, the Party and the State have issued many policies to create equality between men and women. But as President Ho Chi Minh said, it is not an easy task.
For example, there is a difference in income between male and female workers. According to the General Statistics Office, in 2023, the average income of male workers is 8.1 million VND/month, and that of female workers is 6.0 million VND. This difference is up to nearly 25%.
Some other surveys also show that, with the same working time and qualifications, a female worker's income is 10-15% lower than that of her male colleague.
Also last year, the Vietnam General Confederation of Labor conducted a survey on “The living conditions and implementation of the right to raise and care for children of female migrant workers in industrial parks and export processing zones” and came up with a number worth pondering: Only 3.7% of workers in the survey sample had monthly savings; 54% of female migrant workers rented housing upon arrival and did not have their own homes. They often lived in cramped boarding houses, small spaces, and lacked living space; nearly 50% of female migrant workers lived in houses under 20 square meters; lack of material and conveniences accounted for more than 50%.
The reason given is that female workers are often concentrated in simple occupations that do not require high qualifications.
In addition, balancing work time and family care time is also a barrier that makes it difficult for women to advance and increase their income.
According to current regulations, there are up to 15 benefits that only female workers are entitled to, such as 60 minutes off per day while raising children under 12 months old; installation of a room to express and store breast milk if the enterprise employs more than 1,000 female workers; the right to unilaterally terminate the contract when pregnant...
The problem is that the implementation of these rights in many enterprises and production facilities is neglected. This is something that the role of the Trade Union needs to be further enhanced so that female workers understand the importance of the Trade Union in protecting the legitimate and legal rights and interests of workers in general and female workers in particular.
In addition, specify solutions, expand research, and recommend solutions to competent authorities such as: Support for building kindergartens and houses for low-income workers, limit black credit, improve vocational skills through the application of digital technology or online learning platforms, etc.
In fact, implementing Resolution 02 of the Politburo on innovation of organization and operation of Vietnam Trade Union in the new situation as well as implementing Resolution of the 13th Congress of Vietnam Trade Union, many creative and innovative activities in women's work and protecting the rights of female workers have been taking place.
In the activities of the Trade Union, equality of rights for female workers must remain a focus. Because this is the factor that creates trust and a reliable support to attract workers to join the Trade Union.
