Proposal to revoke driving licenses of drug users

On the afternoon of May 22, the National Assembly discussed in the hall the draft Law on Road Traffic Order and Safety. Two National Assembly deputies from Hai Duong province gave their comments on the shortcomings of this draft law.

Delegate Nguyen Thi Mai Thoa, Standing Member of the National Assembly's Committee on Culture and Education, proposed adding cases of driver's license revocation as stipulated in Clause 4, Article 62 of the draft law.

According to delegate Thoa, Resolution No. 149/NQ-CP of the Government promulgating the Action Program to implement Directive No. 23-CT/TW dated May 25, 2023 of the Party Central Committee Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation has clearly stated that one of the key tasks and solutions is to have a strict control mechanism to prevent the issuance of driving licenses to drug addicts and people who do not have the capacity, behavior, or health to drive vehicles.

"To ensure consistency with this regulation, I propose adding Clause 4, Article 62 of the draft law on cases of driver's license revocation. Drivers who illegally use drugs, are addicted to drugs and other stimulants prohibited by law are also subject to driver's license revocation," delegate Nguyen Thi Mai Thoa suggested.

Concerned about the regulation on stopping at yellow lights, delegate Nguyen Thi Viet Nga, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Hai Duong province, said that this regulation is still inadequate.

According to the delegate, international conventions on road traffic and the 2008 Road Traffic Law both stipulate that if the yellow light is on when the traffic participant has crossed the stop line, he or she can continue. This is consistent with reality and does not cause difficulties for traffic participants. Therefore, the delegate proposed to maintain the yellow light regulation of the 2018 Road Traffic Law, in case the yellow light has crossed the line, he or she can continue.
