Dr. Le Van Thien, from Gia Dinh High School (Binh Thanh District), believes that to effectively develop digital skills in students in line with the goals of the 2018 General Education Program, schools need a comprehensive management strategy focusing on factors such as: Establishing goals and plans for developing digital skills in high school students. The primary goal should be to help students understand and use digital technology effectively, while also knowing how to search, analyze, and evaluate information from the digital environment.

Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, proposed a digital competency framework for high school students (including digital culture), comprising 8 competencies:
- Basic knowledge of digital devices : Selecting appropriate digital devices and technologies to solve real-world situations. Keeping up with new information on applications and technologies to meet needs and purposes.
- Information and data processing : Flexibility in searching, using, and managing information effectively; evaluating and comparing the reliability of different data sources.
- Communication and collaboration : Through digital technologies in a digital environment, communicate and collaborate, participate in the digital society as individuals according to communication norms, and know how to manage personal identity when participating online.
- Digital content creation : The process of developing and creating digital products, services, and technological solutions that meet individual and societal needs in the digital environment, while respecting copyright and confidentiality.
