
The project to complete coastal road 129 includes 2 component projects: Component project 1 is to complete coastal road 129 (Tam Ky, Nui Thanh area); Component project 2 is to construct the road connecting from Vo Chi Cong road to Dong Que Son Industrial Park connecting with National Highway (QL) 14H and QL1 through Duy Xuyen and Thang Binh districts. The total investment of the project is over 2,056 billion VND; of which the central budget is 1,558 billion VND, the provincial budget is over 498 billion VND.
Component 1 has a total length of 26.5km, starting from the QL40B intersection and ending at the DT620 intersection, connecting the road to Chu Lai airport. Currently, the site clearance work has completed 21.3/26.5km, reaching 80.38%. Component 2 has handed over the construction site for 18/23km; there are 3 construction packages.
Through review, the project has about 291 billion VND of unused capital due to the difference between the total investment at the feasibility study stage and the total construction estimate at the construction drawing design stage. To effectively use the capital, the Provincial Project Management Board for Construction Investment proposes the following specific proposals: Add Duy Phuoc Bridge on National Highway 14H to component project 2. The investment scale of Duy Phuoc Bridge is 15m wide, and the renovation of the approach road at the bridge is about 1,000m long to ensure technical standards. The estimated investment cost is 258.7 billion VND, from surplus capital and savings after project approval.
Additional investment in Duy Phuoc Bridge will contribute to gradually completing the traffic planning of Quang Nam province, opening traffic and synchronously exploiting the entire National Highway 14H. Notably, since the construction of Cam Kim Bridge connecting Hoi An, National Highway 14H has not maximized its investment efficiency as expected due to the congestion at Ba Ngan Bridge (Duy Phuoc Commune, Duy Xuyen) being a "bottleneck", the width of the current road section on the bridge is only 3m. The bridge is so narrow, but in reality, the traffic volume through the bridge is very large because the travel time from the neighboring area to Hoi An, Da Nang via Ba Ngan Bridge is shortened.
Implementing the policy of developing synchronous transport infrastructure to create momentum for socio -economic development, this route is invested together with the route connecting National Highway 1 to the Eastern region of Duy Xuyen district and the existing East-West cross-roads, which will create an inter-regional transport network, expand space, create favorable conditions to attract investment, and develop the Eastern region according to the policy of the Provincial Party Committee. Therefore, the study and proposal for investment in the construction of the Duy Phuoc bridge project (Ba Ngan bridge) is extremely necessary.
