In the announcement announcing real estate market information for the second quarter of 2025, the Ministry of Construction has proposed a series of solutions to stably develop the market, develop social housing, remove obstacles in backlogged real estate projects, and rectify land use rights auctions.
Accordingly, the Ministry of Construction requested the Ministry of Finance to study and propose tax policies for unused housing and real estate; collect tax on the price difference between the land use fee calculation price and the selling price of real estate products of projects; collect tax on the difference between transactions to avoid speculation and real estate price inflation.
In addition, the Ministry also requested the Ministry of Finance to continue reviewing and classifying difficulties and problems related to projects to synthesize and report to the Prime Minister's Steering Committee to resolve difficulties and problems of backlogged projects, including real estate projects.
Propose that the Ministry of Finance coordinate with the Ministry of Construction and relevant ministries to research and implement digital transformation to connect procedures from real estate transactions, notarization, taxes and land transaction registration in the electronic environment.
The Ministry of Construction also said that in the coming time, the ministry will study and review legal regulations on planning, construction, land, housing, and real estate business to propose amendments suitable to reality to create conditions for the development of the real estate market, meet the requirements of implementing the policy of organizing two-level local government, and cutting administrative procedures.
Regarding social housing development, the Ministry of Construction will inspect and supervise localities to accelerate planning work and create land funds to develop housing projects, especially social housing projects in urban areas and industrial parks; and study and develop a Government decree detailing the establishment of the National Housing Fund.
Continue to complete the pilot project of the real estate transaction center model and land use rights managed by the State, report to the Government for submission to competent authorities for consideration and decision; complete the information system on housing and real estate market; ensure a clean, efficient database and connect with population data.
Solving problems in land valuation
For the Ministry Agriculture and Environment, the Ministry of Construction proposed to review the provisions of the Land Law to report to the Government, the Prime Minister, and submit to competent authorities for amendments to meet practical requirements, resolve difficulties in land use fee valuation; rectify the phenomenon of manipulation, price inflation, and disturbance in land use rights auction activities.
In addition, direct and coordinate with the People's Committees of provinces and centrally-run cities to strengthen inspection, examination, land price determination, issuance of land price lists, compensation, site clearance, land use rights auctions, etc.
