In the recently issued press release on the real estate market for the second quarter of 2025, the Ministry of Construction proposed a series of solutions to stabilize the market, develop social housing, resolve obstacles in stalled real estate projects, and improve the land use rights auction process.

Accordingly, the Ministry of Construction proposed that the Ministry of Finance research and propose the issuance of tax policies on unused housing and real estate; collect tax on the price difference between the land use fee and the selling price of real estate products in projects; and collect tax on the difference between transactions to prevent speculation and inflation of real estate prices.

In addition, the ministry also requested the Ministry of Finance to continue reviewing and classifying difficulties and obstacles related to projects in order to compile and report to the Prime Minister's Steering Committee to resolve difficulties and obstacles in outstanding projects, including real estate projects.

We propose that the Ministry of Finance coordinate with the Ministry of Construction and other relevant ministries to research and implement digital transformation to streamline procedures related to real estate transactions, notarization, taxation, and land transaction registration in an electronic environment.

The Ministry of Construction also stated that in the coming period, it will research and review legal regulations on planning, construction, land, housing, and real estate business to propose amendments that are consistent with reality, in order to create conditions for the development of the real estate market, meet the requirements of implementing the policy of organizing a two-tiered local government, and reduce administrative procedures.

Regarding the development of social housing, the Ministry of Construction will inspect and supervise localities to expedite planning and land allocation for the development of housing projects, especially social housing projects in urban areas and industrial zones; and will research and develop a government decree detailing the establishment of a national housing fund.

Continue to refine the pilot project for a model of a state-managed real estate and land use rights transaction center, report to the Government for submission to competent authorities for consideration and decision; improve the information system on housing and the real estate market; ensure a clean, efficient database and connectivity with population data.

Resolving obstacles in land valuation.

For the Ministry The Ministry of Agriculture and Environment and the Ministry of Construction proposed reviewing the regulations of the Land Law to report to the Government and the Prime Minister, and to submit them to competent authorities for amendment to meet practical requirements, resolve difficulties in land use fee valuation; and rectify manipulation, price inflation, and disruption in land use right auctions.
