The beneficiaries of the Program are all Vietnamese people, with priority given to the following: people living in difficult, mountainous, and border areas. gender, islands; vulnerable people; mothers, children; youth; couples, individuals of childbearing age; people with revolutionary contributions; elderly people; people migration, labor in industrial zones
According to the Proposal, the total capital for the program implementation in the 2026 - 2030 period is 88,635 billion VND, the total capital for the 2031 - 2035 period is 36,843 billion VND. The total capital for the entire 2026 - 2035 period is expected to be 125,478 billion VND.

Presenting the review report, Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh said that the Committee basically agreed with the name, beneficiaries, total investment for the 2026-2035 period, goals and component projects of the Program as proposed by the Government .
The Committee on Culture and Society recommends that the Government consider adding priority subjects to the list of people with disabilities; and at the same time, revise regulations on priority subjects in a way that the Government can specify in detail to ensure full institutionalization in the spirit of Resolution No. 72 and facilitate implementation.
The Committee on Culture and Society also requested the Government to clearly identify capital sources, ensure the allocation of sufficient minimum capital sources; ensure reasonable capital balance in implementing the two important goals of the Program: health care and population and development - the investment level for population and development contents is expected to account for only 15.5% of the total investment level in the period 2026 - 2030.
In addition, it is necessary to closely assess the ability to mobilize local budget capital and calculate and propose a more appropriate local budget capital allocation level to the practical situation, especially for localities with difficulties in allocating counterpart capital; continue to evaluate and have solutions to mobilize socialized resources, reduce pressure on the state budget, and institutionalize the requirements of Conclusion No. 149 and Resolution No. 72 of the Politburo.
Regarding the objectives of the Program, the Committee recommends continuing to review the general objectives, specific objectives, and activities of each sub-project to ensure consistency and logic according to the principle of results-based management, facilitating the inspection, monitoring and evaluation of the socio-economic efficiency of the Program. Specific objectives need to be developed and specified on the basis of the general objectives, with specific indicators to ensure the evaluation of the results of implementing the general objectives of the Program.
