Proposal to monitor online public services based on people's satisfaction level

VHO - The Ministry of Science and Technology has just proposed to include in the draft Law on Digital Transformation a mechanism to monitor the quality of online public services through the opinions of people, organizations and businesses.

At the 10th Session of the 15th National Assembly, Minister of Science and Technology Nguyen Manh Hung, authorized by the Prime Minister, submitted to the National Assembly the draft Law on Digital Transformation.

According to the draft Law on Digital Transformation, there are 79 articles with some notable contents.

In particular, the information system serving online public services must be designed to automatically measure and monitor quality and performance, including processing speed, stability, user experience, and network safety and security. The quality of online public services will be continuously improved based on the evaluation and feedback of citizens, organizations, and businesses through online survey channels.

People and businesses will be surveyed to assess their satisfaction level, feedback will be processed and the results will be made transparent.

The draft stipulates that units are not allowed to request organizations and individuals to resubmit documents and information already in national databases, specialized databases, etc., except in cases where the law provides otherwise.

State agencies are responsible for complying with standards, regulations, and technical guidelines to provide quality and effective online public services in the digital environment; promptly handling technical errors and arising problems and publicizing the results of service quality improvement.

VHO - The Office of the National Assembly said that, as planned, the 50th session of the National Assembly Standing Committee will take place over 6 days: the afternoon of October 8, October 9 and from October 13 to the morning of October 17 (reserve the afternoon of October 17 and October 18, 2025), at the Tan Trao meeting room, National Assembly House.

In the Plan to improve the quality of providing online public services throughout the process; providing new personalized, data-based digital services for people and businesses ( Decision No. 1565/QD-TTg), the goal is clearly stated that by 2026, the rate of people and businesses satisfied with online public services will reach at least 95%.

This aims to improve the efficiency, transparency and convenience of administrative procedures in the digital environment, minimizing costs and time for people.
