The Ministry of Agriculture and Environment (MARD) has proposed a roadmap to control motorbike emissions, combining financial support policies to encourage people to switch to environmentally friendly vehicles. This is one of the priority goals in the context of the number of old, high-emission motorbikes still circulating widely in many cities. To control motorbike emissions, the MARD is drafting a decision of the Prime Minister on the roadmap to apply national technical regulations on emissions for motorbikes.

For motorbikes, the regulations are as follows: before 2008 level 1; from 2008-2016 level 2; from 2017 to June 2026 level 3; after July 2026 level 4. For motorbikes: before 2016 level 1; from 2017 to June 2027 level 2; after 2027 level 4 must be applied.

Along with implementing emission testing, the Ministry of Agriculture and Environment proposed financial support policies to facilitate people to switch vehicles, including: support for exchanging old motorbikes for new ones; exemption and reduction of registration fees for vehicles that meet standards; encouragement to switch to electric vehicles and vehicles using clean fuel; increased communication and technical support for people to access and comply with the new roadmap.
