On the afternoon of November 5, at the 51st session of the National Assembly Standing Committee, Minister of Education and Training Nguyen Kim Son presented a draft Resolution of the National Assembly stipulating special mechanisms for a number of guidelines and policies in Resolution No. 71 of the Politburo on breakthroughs in education and training development.

Free textbook roadmap for all students

Regarding finance for education and training, the draft proposes that the State ensure resources to provide free textbooks for all students (to be completed by 2030) and exempt tuition fees and curriculum for national defense and security education at universities and vocational training institutions according to the roadmap prescribed by the Government, in accordance with the ability to balance the budget, relevant laws and requirements to ensure fairness in access to education.

The drafting agency also believes that the current law does not allow the Ministry of Education and Training to decide on the use of a unified set of textbooks, leading to instability and costs for society. The draft overcomes this limitation by adding authority to the Minister of Education and Training to ensure consistency, economy and efficiency.

Specifically, the Minister of Education and Training will preside over the implementation and decide on a set of general education textbooks to be applied uniformly nationwide from the 2026-2027 school year to ensure the security and safety of textbooks. By 2030, textbooks will be provided free of charge to all students.

The Minister of Education and Training also has the authority to direct the innovation of specialized school and gifted school models, expand specialized STEM/STEAM classes to train national talents; establish vocational skills councils in a number of key and priority sectors and fields; regulate the appraisal and approval of programs and regulate the operating mechanism of vocational skills councils...

Unifying authority for the Director of the Department of Education and Training

According to the drafting agency, practice shows that the authority to manage, recruit, and mobilize teachers is currently dispersed among many levels, causing overlap, localism, and lack of flexibility.

To overcome this, the draft regulation assigns the Director of the Department of Education and Training to recruit, mobilize, and transfer public preschool and primary school teachers within the locality.

This will overcome the fragmentation and shortage of local teachers, ensure unified management, effective use of human resources, and suitability for expertise and actual needs.

Examining the above content, the Standing Committee of the Culture and Social Affairs Committee agreed to assign authority to the Director of the Department of Education and Training. However, the examining agency suggested considering applying this regulation to education management officials and school staff.

At the same time, consider giving the authority to the Chairman of the People's Committee at the commune level to mobilize and transfer teachers within the scope of the commune and ward management in accordance with the provisions of the Law on Organization of Local Government and the draft Law on Civil Servants (amended).

Along with that is decentralization and authorization to recruit and receive teachers and school staff for public preschool, general education, and continuing education institutions if they meet the conditions and capacity to perform according to regulations.

Proposal for preferential allowances for teachers

The draft also stipulates that the State implements special and outstanding preferential policies for teachers and staff in preschool and general education institutions, in order to motivate, attract and retain capable people with passion for the profession.

Vocational preferential allowances are stipulated at a minimum of 70% for teachers, 30% for staff and 100% for teachers working in particularly difficult areas, border areas, islands, ethnic minority areas, mountainous areas and specialized schools.

Regarding this content, the Standing Committee of the Culture and Social Affairs Committee proposed to study the mechanism and implementation roadmap to ensure feasibility. With a large number of teachers and staff in public educational institutions, it is necessary to evaluate resources to ensure feasibility in implementation.
