The Government Office has just issued Official Dispatch No. 4846/VPCP - CN to the Minister of Finance and the Minister of Construction conveying the direction of Deputy Prime Minister Tran Hong Ha on the proposal to expand 263 km of the North - South Expressway by Son Hai Group.
Specifically, considering the proposal of Son Hai Group Company Limited on requesting investment to expand the 263km North-South Expressway from Hoai Nhon to Nha Trang with 100% of the investor's capital, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Finance and the Ministry of Construction to coordinate in resolving the proposal of Son Hai Group according to their authority, in accordance with legal regulations and the direction of the Deputy Prime Minister in Notice No. 266/TB-VPCP dated May 27, 2025 of the Government Office.
Previously, Mr. Nguyen Viet Hai, Chairman of the Board of Directors of Son Hai Group, sent a document to the Prime Minister proposing to invest in the complete expansion of the 263 km North-South expressway from Hoai Nhon to Nha Trang with 100% investor capital.
Accordingly, Son Hai Group wants the head of the Government to consider assigning this unit to take the lead in cooperating with a number of capable investors to research and implement the complete investment of the North-South expressway projects in the East, continuously stretching 263 km from Hoai Nhon to Nha Trang (including the projects Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang) under the PPP method.
The investor commits to self-arranging 100% of capital (including the investor's equity and other legally mobilized capital), not using state capital, self-implementing the project construction with a progress of no more than 24 months and a 10-year construction quality warranty.
It should be added that, in Notice No. 266/TB - VPCP, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to fully absorb the opinions of the Ministries and agencies speaking at the meeting to supplement and complete the investment plan to expand the Eastern North-South Expressway sections under the PPP method or the concession plan combined with upgrading and expanding assets according to the planning; not to implement the public investment plan.
The plan must be based on the requirements of the National Assembly's resolutions on toll collection to recover capital after the construction investment is completed, analyze economic aspects to develop detailed and specific scenarios for expansion investment options (15 total sections) and conduct a survey of investors' interest.
When building a scenario, it is necessary to pay attention to the appropriate implementation roadmap (prioritize projects under construction, always research investment to avoid waste and research the mechanism to continue using previous contractors who have performed well in the project's bidding package).
The Deputy Prime Minister requested the Vietnam Expressway Corporation (VEC) to urgently and proactively propose a plan (VEC takes the lead in the whole project or VEC cooperates with domestic state-owned and private enterprises, proposes accompanying mechanisms and policies) to invest in upgrading and expanding the eastern sections of the North-South Expressway, and send it to the Ministry of Construction by June 2, 2025.
“The Ministry of Construction shall evaluate and compare the options to propose to the Prime Minister the most effective option; report to the Prime Minister before June 5, 2025,” the Deputy Prime Minister directed.
