Proposal for central budget to support 8,803 billion VND to build Cam Lo

The People's Committee of Quang Tri province has just issued Official Dispatch No. 653/UBND - TH to the Ministry of Finance and the Ministry of Construction regarding State capital support for the Cam Lo - Lao Bao Expressway Project under the PPP method.

In this dispatch, the People's Committee of Quang Tri province requested the Ministry of Finance to promptly review and report to the Prime Minister and Deputy Prime Minister Ho Duc Phoc to approve the allocation of about VND 8,803 billion from the central budget outside the medium-term public investment capital plan for the period 2026 - 2030 that the Government has assigned to Quang Tri province to directly support the Project, ensuring the early progress of project implementation before 2030 in the spirit of the Resolution of the 13th National Party Congress.

Quang Tri Provincial People's Committee also clarified a number of contents related to the Cam Lo - Lao Bao Expressway PPP Project under the direction of Deputy Prime Minister Ho Duc Phoc.

Quang Tri Provincial People's Committee said that the Ministry of Construction has agreed on the method of determining the total investment of the Project as appropriate according to current regulations, with an investment rate of about 204 billion VND/km, similar to the investment rate of projects of similar scale.

Quang Tri Provincial People's Committee is responsible for the preliminary value of the total investment of the project according to the provisions of law and will direct relevant agencies and units to calculate the total investment at the step of preparing the Feasibility Study Report based on detailed survey data, calculation time and current regulations, ensuring correctness, completeness and compliance with the provisions of law on construction.

Regarding the proposal for State capital participation in the Project, the Ministry of Construction also agreed to propose applying a State capital participation rate of 68% (equivalent to about 9,749 billion VND, including local budget of 676 billion VND, central budget support of 8,803 billion VND).

Pursuant to Article 3 of Law No. 57/2024/QH15 dated November 29, 2024 of the National Assembly amending and supplementing a number of articles of 4 Laws, the above rate is suitable to the characteristics of the Project passing through difficult socio-economic areas and in accordance with the direction of Deputy Prime Minister Tran Hong Ha in January 2025 to "propose a handling plan in the direction of the central and local governments working together".

Regarding the proposal to arrange central budget support capital, the People's Committee of Quang Tri province said that in document No. 11475/BTC-KTDP dated July 29, 2025, the Ministry of Finance proposed: "In case the Project is allowed by the Prime Minister to be added to the group of important national projects, key projects of the transport sector, the Ministry of Construction and the People's Committee of Quang Tri province are requested to synthesize the capital needs of the Project, including central budget support capital as the State capital participating in the Project, and send it to the Ministry of Finance for synthesis and reporting to competent authorities for consideration and decision on capital arrangement for the Project".

According to the People's Committee of Quang Tri province, on August 6, 2025, the Prime Minister issued Decision No. 1673/QD-TTg adding the Cam Lo - Lao Bao Expressway Project to the list of important national projects, key to the transport sector. Therefore, the Cam Lo - Lao Bao Expressway Project under the PPP method satisfies the request of the Ministry of Finance to be considered for allocation of central budget support.

According to the latest proposal of the People's Committee of Quang Tri province, the Cam Lo - Lao Bao Expressway Project is 56 km long, has a scale of 4 lanes, a design speed of 100 km/h, and a roadbed cross-section of 24.75 m.

The route connecting from Cam Lo - La Son expressway in Trieu Phong district to Lao Bao international border gate is in accordance with the planning approved by the Prime Minister.

The preliminary total investment of the Project is expected to be 13,939 billion VND, of which the State budget capital participating in the project is 9,479 billion VND (68%); the capital mobilized by the investor is 4,460 billion VND (32%). The time for collecting fees and capital recovery for the project is expected to be 20.96 years.

Quang Tri Provincial People's Committee said that in the 2021-2025 period, the locality has received capital support from the Central Government to invest in a number of traffic routes and projects in the area. There are no particularly important projects with large total investment values and high technical factors such as expressway projects.

For the Cam Lo - Lao Bao Expressway Project, Quang Tri province has followed the direction of the Prime Minister, investing under the PPP method, contributing to reducing the burden of state budget capital invested in the Project (specifically, reducing 32% corresponding to 4,460 billion VND of investor capital).

Quang Tri Provincial People's Committee committed to allocating 100% of local budget capital of about 676 billion VND to implement the site clearance work of the Project. At the same time, it proposed the Prime Minister to allocate capital from the central budget to directly support 8,803 billion VND to soon implement the Project to ensure progress.
