As of 5:15 p.m. on October 24, 2025, the whole province still has 34/130 communes and wards that have not reported updated land data, which needs to be urgently completed to ensure progress.

Implementing the Campaign "Enriching and cleaning the national land database", most communes and wards in Nghe An have actively entered data and sent periodic reports. However, according to the latest summary of the Department of Agriculture and Environment, as of 5:15 p.m. on October 24, 2025, the whole province still has 34 communes and wards that have not updated land data to the system, affecting the overall progress of the entire campaign.

During the implementation process, many localities in Nghe An have been flexible and creative in updating land data. Local authorities mobilized all forces, divided the review and data entry phases scientifically , avoiding overlap. Many places organized working groups to each village and hamlet, mobilized young people who were knowledgeable about technology, and took advantage of social networks to propagate and guide people. Allowing flexible submission of documents such as submitting directly, photocopying or sending photos via Zalo, helped speed up the process, reduce pressure on officials and create maximum convenience for people.

However, according to the updated report of the Surveying, Mapping and Remote Sensing Department, Nghe An Department of Agriculture and Environment, as of 5:15 p.m. on October 24, 2025, the whole province still had 34 communes that had not reported updated land data.

List of localities that have not reported updated land data, including: An Chau commune, Dien Chau commune, Chieu Luu commune, Huoi Tu commune, Keng Du commune, Muong Tip commune, Muong Xen commune, My Ly commune, Na Ngoi commune, Nam Can commune, Kim Lien commune, Nam Dan commune, Thien Nhan commune, Hai Loc commune, Nghi Loc commune, Trung Loc commune, Van Kieu commune, Tri Le commune, Chau Binh commune, Chau Hong commune, Quynh Anh commune, Quynh Thang commune, Quynh Van commune, Giai Xuan commune, Tan Phu commune, Thai Hoa ward, Kim Bang commune, Huu Khuong commune, Hop Minh commune, Quan Thanh commune, Quang Dong commune, Van Tu commune, Mau Thach commune and Mon Son commune.

These are units that have not submitted reports or entered data as required. They need to be completed urgently to ensure the overall progress of the campaign to "enrich and clean up" the national database on land in the province.

At the meeting on October 15, 2025, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested the Departments, branches, inter-agency units and localities to strive to complete by November 15 to "enrich, revive, and clean" the land database. The campaign to enrich and clean the national land database in the province will take place from September 1, 2025 to November 30, 2025, requiring branches and localities to urgently focus on implementation to ensure progress. Completing the land database (correct, sufficient, clean, alive) is of great significance for state management and socio- economic development.

Faced with this situation, on October 24, the Department of Agriculture and Environment issued Official Dispatch No. 9638 on "Reporting the results of monitoring the People's Committees of communes and wards in implementing the daily reporting regime (before 4:00 p.m.) on the results of the campaign to enrich and clean up the national database on land in the locality".

According to the Department of Agriculture and Environment, implementing Notice No. 890/TB-UBND dated October 22, 2025 of the Provincial People's Committee on the conclusion of the Head of the Steering Committee for implementing the campaign, the Department, as the Standing Agency of the Provincial Steering Committee, has quickly developed a unified form and provided specific instructions for localities to enter and submit daily results reports before 4:00 p.m. The Department has also directed its affiliated units and members of the Steering Committee's working group to regularly urge communes and wards via phone, Zalo groups and online working channels, ensuring timely updates on the progress of collecting, digitizing and entering data on land use right certificates.

However, there are still wards and communes that have not yet implemented the reporting regime as prescribed. This delay not only causes difficulties in synthesizing and evaluating results across the province, but also potentially affects the progress of completing the Campaign as required by Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025 of the Ministry of Public Security - Ministry of Agriculture and Environment, as well as Plan No. 762/KH-UBND dated September 16, 2025 of the People's Committee of Nghe An province.

Faced with that situation, the Department of Agriculture and Environment requested the Provincial People's Committee and the Head of the Provincial Steering Committee to issue a written criticism to the Chairman of the People's Committee and the People's Committees of communes and wards for not complying with the daily reporting regime; to advise the Party Secretary of communes and wards to pay attention to directing the organization and implementation of the Campaign to enrich and clean up the national database on land in the locality; to continue to urge and request the People's Committees of communes and wards to speed up the implementation of the Campaign in the locality; to request the members of the Steering Committee, the Working Group of the Provincial Steering Committee and relevant agencies and units to focus on urging the localities according to their areas of responsibility...

Completing the land database is not only a management requirement but also a key task in digital transformation of the agricultural and environmental sectors. When the system is "enriched" and "cleaned", land information will be more transparent, supporting people to look up and carry out administrative procedures quickly and accurately. Therefore, speeding up the progress of updating data in the remaining communes is an urgent requirement for Nghe An to complete on time, contributing to building a unified land data platform, serving socio-economic development and effective state management.
