Leading the way in tax transformation

Tax officers at base 5 and related units propagate and support business households in Ky Lua ward regarding the conversion of lump-sum tax to declaration.

Base Tax Unit 5 is currently managing the budget collection in 8 wards and communes (in Lang Son city and the old Cao Loc district). This is the area that is managing the most business households in the province. Specifically, the unit is currently managing about 6,800 business households paying lump-sum tax and 450 households declaring.

According to regulations, from January 1, 2026, all business households will pay taxes by declaration method. Implementing the direction of superiors, especially the plan "60 peak days of converting the model from lump-sum tax to declaration for business households" (from November 1, 2025 to December 30, 2025), Base Tax 5 has quickly started to deploy synchronous solutions.

As of November 28, 2025, in the area managed by Tax Base 5, the tax authority has completed the survey of 100% of the business households that need to be surveyed (the unit that completed the survey the earliest in the province).

Mr. Nguyen Tuan Anh, Head of Tax Department 5, said: Tax Department 5 has developed a Plan "Converting the model and method of tax management for business households when abolishing lump-sum tax"; established a Working Group to directly support the implementation of the plan "60 peak days of converting the model from lump-sum tax to declaration for business households"; issued an open letter on abolishing lump-sum tax; organized and launched a campaign to convert the model from lump-sum tax to declaration... In which, Tax Department 5 strives to complete the conversion of 100% of business households in 2025.

To strive to achieve the above goal, right after the launching ceremony of the campaign "60 peak days of converting the model from lump-sum tax to declaration for business households", Tax Department 5 mobilized forces and coordinated with a number of related units to organize the implementation of the next steps. In particular, tax authorities and related units focused on promoting propaganda about the benefits and obligations of business households switching to the method of paying tax by declaration, focusing on propaganda and direct support in markets and central areas where many business households pay lump-sum tax; coordinated propaganda on mass media, social networking sites; sent open letters...

At the same time, the Tax Department 5 conducted a survey of business households to classify industries and divide revenue groups. According to the tax authority's data, as of November 28, 2025, in the area managed by the Tax Department 5, the tax authority has completed the survey of 100% of the business households that need to be surveyed (the unit that completed the survey the earliest in the province). This is an important basis for the tax sector to grasp the actual situation of business households, gradually complete the tax management database and identify specific issues that need support for business households in the coming time.

Ms. Hoang Thi Chien, a business owner at Dong Kinh market, said: “In the past, my family paid taxes using the lump-sum method. When the State had a policy to convert from lump-sum tax to declaration, I was informed by tax officials and guided through specific steps to gradually convert.”

Mr. Nguyen Van Dieu, Head of Lang Son Province Tax Department, assessed: Implementing the plan "60 peak days of converting the model from lump-sum tax to declaration for business households", Tax Department 5 has been proactive in implementing specific work contents. Thereby, up to now, the unit has ensured the progress of implementing work contents according to the plan and is the leading unit in implementing the conversion of lump-sum tax to declaration for business households in the province.

Although initial results have been achieved, in order to complete the goal and plan of converting from lump-sum tax to declaration for business households, in the coming time, in addition to the initiative of the tax authority, related units, business households need to continue to have coordination and companionship. From there, it will contribute significantly to completing the goal of converting from lump-sum tax model to declaration for business households in accordance with regulations.
