Information about Binh Phuoc Ward deploying a mobile point to support people in issuing new land use right certificates and handling mobile administrative procedures, serving people better, was posted on Dong Nai Newspaper's social networking platforms from July 9, 2025, and has received interactions from many people to date.
Responding on Facebook Dong Nai Newspaper, many opinions highly appreciated the way Binh Phuoc ward did it and said that this is a good model that needs to be replicated. "In response to the increasing demand for handling land records and procedures, Binh Phuoc ward officials have proactively gone to the grassroots to support people through the model of a Mobile Team to support people in issuing new land use right certificates for the first time. The fact that the government proactively reached out to people for support is considered a strong reform step, clearly demonstrating the locality's efforts with the goal of taking people as the center of service" - Facebook account Kim Kim commented.
Similarly, Facebook account Tran Ngoc Bich wrote: “This method is great, land procedures are inherently complicated, to get the paperwork done people usually have to go back and forth many times, which is very time-consuming. Now there is nothing better than being guided by professional staff, setting up a professional team to go directly to the grassroots to guide people is a very good administrative procedure reform initiative that needs to be replicated, especially in communes and wards with large populations, located far from the center”.
Mr. Doan Anh Kim (residing in Tran Bien ward) said that he is very hesitant every time he goes through land procedures because he has to wait for a long time; he has to come early to get a number, and wait until the application is received, but he still does not feel secure because he does not know if all the documents are complete or not... If the ward arranges someone to review the application and guide the procedures one step ahead, it would be great. People do not have to go back and forth many times, wasting time waiting.
Need more models to help people
Mr. Doan Anh Kim shared that, through following the information on Dong Nai Newspaper, he learned that not only in Binh Phuoc Ward but also in Bu Dang Commune, the government has deployed a model of Mobile Public Administration Service Center. Commune officials went to the village cultural house to guide and resolve questions related to the land sector, procedures for granting land use right certificates, policies, regimes, birth and death registration, VNeID updates, etc., which were enthusiastically received by local people.
“I think mobile models to help people like this are very good, the government should replicate them. In addition, we should diversify models to help people, depending on the area and region, we should arrange working groups to go to residential areas to support and help people solve difficulties and obstacles in administrative procedures related to the land sector, especially procedures related to converting land use purposes according to new regulations…” - Mr. Doan Anh Kim suggested.
For a long time, the situation of using land for the wrong purpose, building on agricultural land... in the province, especially in densely populated areas, often violates. If directly guided and supported, people who need to change the purpose of land use will comply with the provisions of the law on land better. This helps to limit violations in the fields of land, construction...
Reality recorded in localities shows that if guided, people will understand the administrative procedures and processes. Thereby, there will be smooth coordination with functional agencies, helping work go more smoothly. Mobile support points help people to remove difficulties and obstacles in administrative procedures, and complete land documents quickly. On the other hand, when listening to people, especially their reflections, recommendations, questions... related to the land sector, state agencies will grasp and assess the land use needs of households and individuals in the area. From there, there will be proposed solutions to strengthen the state management of land at the local level.
