New points in the 2025 high school graduation exam regulations

Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2025 high school graduation exam will have some differences compared to previous years. Specifically, this year is the first high school graduation exam following the new general education program. In addition, this year's exam will also be organized for students studying 2 programs, of which about 25,000 candidates will take the exam according to the 2006 general education program. This will also affect the work of invigilation, arrangement of exam rooms as well as making and printing questions...

Mr. Thuong also specifically reminded the inspectors about the contents that are likely to be negative and risky. For example, whether the restroom area can be a place to hide the candidate's phone or not. Because the candidate's needs are inevitable, while with the development of AI, candidates only need a short time in the restroom area to search and get instructions.

"We may not have paid attention to this work before, but now we need to pay attention," said Mr. Thuong.

The Deputy Minister of Education and Training also noted that the nature of inspection and examination work cannot be done carelessly because this is a job where even small mistakes can have big consequences.

Meanwhile, Professor Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) shared new points in the regulations for the 2025 high school graduation exam for candidates taking the exam under the 2018 GeneralEducation Program.

Specifically, the exam is organized into 3 sessions, including 1 Literature exam session, 1 Math exam session and 1 optional exam session. Candidates will be arranged according to the optional exam combination to optimize the exam room and exam score.

This year, the combination of the assessment score (report card) and exam results in the recognition of high school graduation is used at a ratio of 50-50, while last year only 30% was the report card score. The average score of the report card of the years is calculated based on the weight. Foreign language certificates will continue to be used for exam exemption in the recognition of high school graduation but will not be converted into 10 points in the recognition of graduation as before; the graduation score calculation formula does not include foreign language points in this case.

Regarding incentive points, eliminate the addition of points for vocational certificates for all candidates; eliminate the addition of points for IT certificates, foreign languages, and vocational secondary certificates for candidates in continuing education. In addition, allow foreign candidates to use Vietnamese certificates to be exempted from the Literature exam in the consideration of high school graduation recognition.

In addition, Mr. Huynh Van Chuong added that another new point is that the 2025 high school graduation exam (for candidates studying the new general education program) can be printed on 1 A3 sheet (printed on both sides), instead of printing 4-5 A4 sheets like the 2024 high school graduation exam. The time between 2 subjects in the optional/combined exam is 15 minutes, instead of 10 minutes like last year.

Mr. Pham Long Au, Deputy Director of the Department of Technical Services (A06), Ministry of Public Security, said that currently, the use of high-tech devices to cheat in exams is becoming a worrying issue, from tiny headphones, disguised cameras to sophisticated communication devices... to pass exams dishonestly.

At the conference, representatives of the Ministry of Public Security also presented ways to identify and detect high-tech devices that can cheat in the 2025 high school graduation exam.

The Ministry of Education and Training said that the Ministry and departments of the Ministry of Public Security have plans to prevent, stop and promptly handle cases of intentionally using high technology to commit fraud.
